The Indian voter has been moving steadily away from the national parties for at least two decades. After reaching a peak of 85.07% of the votes in Mrs Indira Gandhi?s comeback election in 1980, the share has steadily declined. Mr Rajiv Gandhi?s 404 seats in Parliament hid the fact that the vote share of national parties in that election dipped just below 80%. It stayed at around that level till 1991. It dipped below 70% in the 1996 elections and reached 67.11% in 1999. In 2004 it has dipped further to 63.08%. And these Election Commission figures treat parties with a predominantly regional presence like the BSP, CPI and CPM as national parties. If we go by the popular perception that only the Congress and the BJP are today national parties, the share has dropped to 48.85%.
Taking the battle to the regional forces is a complicated business, particularly when some of them are your allies at the Centre. But the very least the Congress will need is a local leadership that can relate to local concerns and has the power to come up with meaningful solutions. For such a leadership to emerge, the Congress high command would have to devolve real power, first to state leaders and then convince them to decentralise power further. Ms Sonia Gandhi has demonstrated her willingness to sacrifice position for a political goal. But will she be as willing to sacrifice political power?
