The pre-budget Economic Survey of 2012-13 has shown that human development in the state of ASSAM is the poorest in the country in contrary to the claims of the state government that the state has progressed in leaps and bounds. As per the survey in terms of life expectancy at birth, the state is "the worst performer with both males (61 years) and females (63.2 years) between 2006 and 2010."

The infant mortality rate of the state is also among the highest in the country at 55 people, which is higher than the national average of 44 people. On the other hand, the birth rate in the state in 2011 was 22.8 per 1000 against the national average of 21.8 per 1000, while the death rate was eight per 1000 against the national average of 7.1 per 1000.

The state has the lowest gross enrollment ratio in schools (between 6-13 years) in 2010-11. Assam also has the lowest percentage of households availing banking services (44.1%) . Assam also failed to implement Congress's flagship welfare scheme, Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). According to the survey, the average persons and households under MGNREGA in 2011-12 is lowest in Assam (26 days),

Assam also has the distinction of becoming the country's No -1 corrupted state in a survey conducted by Transparency International. Assamese people with few exceptions are the most cunning and corrupted homo-sapiens in comparison to other existing tribal population of the area. They have destroyed the name and fame of the reason for their own selfish greeds.

The area is surviving only at the cost of central subsidy and loans from development banks. Can anybody suggest a remedy to the prevailing situation.
