UP ELECTIONS AND GADHA GALORE
From Brigadier Arun Bajpai
What connection wild donkeys (Gadha) of Gujarat whom 15000 tourists every year go to Rann of Kutch to see, have got with the elections of UP? this only the netas of UP would be able to clarify, may be it is a case of birds of same feather flock together, nevertheless off late Gadha has acquired the centre stage in UP elections. In the election campaign in UP almost all netas instead of talking of local issues affecting the population and how if they come to power they will alleviate them are busy calling names to each other. The level of discourse in their rallies have come down to gutter level. Caste is also bandied about a lot and despite SC ruling against using religion in campaigning this game also is being played.
There were several issues that could have been taken up but the political worthies chose to give them miss. They engaged in political fisticuffs instead. Jibes came about rivals often in the form of bizarre acronyms. Rivals were likened to Rhinos, eunuchs, negative persons and scamesters. This goes to prove the limited brain capability of our netas and their immaturity. Of what worthy use these name calling and what have you to the voters? Answer in none. So why waste time and money in rallies if the discourse has to be on Gadhas?
It is ok that in election time politicians take swipe at each other. This happens in all democracies but there is a decorum which has to be followed. A point can be put forward very forcefully by using satire, sarcasm and wit which does not degenerate into name calling. Unfortunately our politicians lack that brain power. No wonder India is not a democracy but mobocracy.
It is time Election Commission in India ceases to be a tooth less tiger but given the powers to disqualify a candidate if he is found using communal slurs, gender insensitivity, castism and personal insults. Time we become a mature democracy. Another issue which needs immediate attention is the candidates with criminal background being fielded by various political parties. Basic qualification of a candidate must also be laid down including a definition of what constitutes a criminal background. Similarly now 70 years after independence it is time a political candidate is prescribed education qualification as minimum being a graduate.

INDIA GETS A FORUM ON AFGHANISTAN
From Brigadier Arun Bajpai
Till now it was just China, Russia and Pakistan which were discussing and deciding things on Afghanistan. Even Afghanistan was not included. However after hue and cry from Afghanistan and protest from India much against Pakistani designs India has been included in this forum along with Iran and Afghanistan. This has eased out the advantage Pakistan had in league with China. In addition Indian proposal has been accepted that the talks in Afghanistan with Taliban will be Afghan driven which should have been the right approach from the first day. It needs to be remembered that after the American attack on Taliban in 2001 in Afghanistan then ruled by them, Taliban leadership which was dethroned by US was quietly accommodated by Pakistan in its Baluchistan province in the safe houses around Quetta.
Pakistan has been playing the game of good Taliban and the bad Taliban for quite some time now. Good Taliban is afghan Taliban led by mullah Omar. Pakistan wants to install good Taliban back in power in Afghanistan as its puppet regime so that tomorrow in the event of war with India it will get strategic depth in Afghanistan. Pakistan has almost convinced America on this proposal of good and bad Taliban but for their bad luck Afghanistan intelligence leaked the news that Mullah Omar had died two years back, a fact hidden by Pakistan. Bad Taliban is Tehrik-e-Taliban (TPP) Pakistan which is made of Pakistani pushtuns and which wants Sharia laws to be imposed in Pakistan.TPP is at war with Pakistan. Its current leader is mullah fazalullah or Mullah Radio because he is fond of his sermons broadcasted on radio. Its main base in Pakistani tribal areas. Talks for the talks sake is ok but under no circum stances India should in conjunction with Russia, Afghanistan, Iran agree to Afghan Taliban sharing power in Afghanistan. If that happens then it will be just matter of time before power will be back in the hands of Afghan Taliban.

UP AN UNGOVERANBLE STATE?
From Brigadier Arun Bajpai

If Utter Pradesh was a nation it would have been the fifth largest nation in the world with matching population. Mayawati once got a resolution passed to divide UP in three states. Of course she is quiet now. Same with the BJP which earlier wanted state to be divided. In simple words UP is an ungovernable state needing its division in three or four states to function?
Prof Ashish Bose three decades back named states of Bihar, UP, Rajasthan and MP as BIMARU states. Out of these four states three states, namely MP, Rajasthan and Bihar have left this tag far back with substantial development in agriculture, law and order and other parameters but not UP. UP stands where it was three decades back. It remains terribly BIMAR. Agriculture is sluggish, industry is stagnant, health and education sectors are in shambles and law and order does not exist. So desperate are the citizens of UP in job market that those with PhD are applying for peons job.
Reason UP is so badly governed because first. It remains trapped in Identity politics even in this twenty first century. In this state politicians are elected not because of their efficiency and services they can provide but by their caste and the religion they belong to. Political leaders in UP have encouraged this narrow framing of elections and democracy itself. No political party has moved away from identity politics to issues of governance. Akhlesh yadav projection of himself as Vikas purush is too little too late and not convincing.BJP started its UP campaign on development plank but off late they have reverted back to Hindu-Muslim polarisation. Mayawati in any case from day one of her election campaign is harping on Dalit-Muslim combination.
Second reason for UP to be perennial BIMARU STSTE IS BECAUES OF ITS SIZE. It must be divided into three or four entities which are self governing. Are the politicians listening? Most unlikely. It is the people of UP who will have to rise from their slumber because netas will do nothing.

IS AMERICAN PRESIDENT TRUMP JUST A PAPER TIGER?
From Brigadier Arun Bajpai

It was the new American president Donald trump who decided to ring up Taiwan President immediately after taking over making him uncomfortable because it would annoy china and as expected this call brought china to boil as it was against American accepted one china policy of 44 yrs. At that time on china getting angry Trump had said he could not care less. However he has climbed down now and himself rang up Chinese president xi Ping .reportedly this communication was very cordial.
There should be no doubt that this trump back down will further embolden china to take tougher line on US. Recent encounter between a US Reece aircraft over South China Sea with Chinese navy patrol fighters is case in point. China will continue to harass US if not directly confront America in South China Sea and the seven islands it has built for itself. recent statement by US defence secretary that China will not be allowed to threaten other South China sea users by medium of these islands have fallen on deaf years in China.
China is giving generous aid to Cambodia, Thailand, Malaysia and Philippines. With Philippines China had serious differences on claims of islands in South China Sea. However all these states which were pro US earlier are showing clear signs of tilting towards China. Even Vietnam which was till now defying China is now reconsidering its policy towards china.
Japan for which Trump use to say in his election campaign that it is biggest parasite and why should America guarantee its safety and defence, if necessary Japan should develop its own defences including nuclear defence, now same Trump is hosting Japanese PM Abe in Washington and telling the whole world that how close US-Japan relations are and US will continue safeguarding Japans sovereignty.
Now North Korea has fired a ballistic missile against warning from US. China the mentor country of North Korea has washed its hands from this firing saying that this has happened because of American warning. It will be interesting to see what Trump does. Probably nothing except raising the issue in UN. All these actions of the new American president Trump is gradually leading world to believe that he is more of a paper tiger.

STONE PELTERS THE OVERGROUND JEHADIS OF KASHMIR VALLEY
From Brigadier Arun Bajpai

Warning of Army Chief came none too soon that all those stone palters and local trouble shooters who interfere in Army anti terror operations helping the jehadis to escape and army getting unnecessary casualties because till now Army did not use force against the stone pelters , no more. Now army will treat these trouble makers and stone pelters as over ground workers of the jehadis and can be fired upon says General Bipin Rawat the new Army chief.
In last one week two encounters have taken place in South Kashmir valley, where as against eight jehadis killed six army men including one Maj has been martyred. This is too heavy cost to pay against Pakistani sponsored jehadis who are basically cannon fodder to Pakistani army and ISI. These illiterate and semi literate jehadis are given three months training and then send across the border to get killed .They are thoroughly brain washed by Pakistani Maulanas that their real life will begin after death when the almighty Allah will personally receive them in heaven along with 72 maidens for them to consort.
The high casualty rate among the Indian Army soldiers in these encounters have been a matter of concern for quite some time now. The main reason is that Indian Army follows the rule of minimum force to be used. They fight these jeahdis man to man not using heavy weapons available with army.aim being that these people are our own misguided people. However off late these so called misguided people known as separatist have been taking undue advantage of this concept. Whenever an encounter with jehadis happens they quickly gather in droves and start pelting stones on army active against jehadis. Imagine army troops sandwiched between jehadis who use most modern weapons in front and these pattharbaj in the rear and flanks. In this cayous army buys casualties but nothing happens to pattarbaj because they are not armed. This confusion also helps jehadis to escape which so many have done.
Compare this with what Pakistani army does. They have carried out their anti terror operation whether in Swat Valley or in Tribal Areas of Pakistan by using, F-16 fighter aircrafts, heavy artillery guns causing collateral damage. Millions of locals have been made homeless with thousands of casualties. AFSPA gives Indian Army to use as much force as they want against anybody. It is the greatness of this army that despite having powers it has not exercised them and taken casualties themselves. Time has come when rules of engagement must change. Army people get casualties because they try to flush out these jehadis from homes in urban areas in man to man fight. In jungle area they have to first warn the jehadi to surrender. No more these luxuries. If fire comes from a house no house to house fighting please .Simply destroy the house using heavy weapons. Similarly this warning process in jungle area must stop. If suspicious shoot the bastard. Come what may but we cannot lose our highly trained and capable soldiers to these illiterate jehadi skunks.

JEHADIS OF PAKISTAN
From Brigadier Arun Bajpai
India now must come to final conclusion that Pakistan read Pakistani Army will not cotton for good relations with India. What is even worse is that being a political army Pakistani army will not take the risk of fighting direct with Indian army or for that matter any army. It will use its foot soldiers the jehadis of Lashkar-e-Toiba and Jiaish Mohammad against India and Haqqani network as also Afghan Taliban against Afghanistan because it is very cheap option to them with deniability. These jehadis are also now have become quite big for their boots. L-e-T alone has 30000 strong jihadists who are well trained. Jaish Mohammad also boasts of about 10000 jehadis. They have their own training centres and are flush with money with donations from within Pakistan and outside. Having become quite big themselves they are not necessarily subordinate to Pakistani army. Hypothetically if Pakistani army will try to impose its will on these tanzims they may or may not listen to Army. They are now frankesteens. India must find ways and means to draw out Pakistani Army and inflict heavy blows on them. Fighting with Jehadis give us nothing except casualties. These jehadis are cannon fodder to the Pakistani Army. Only way Pakistani army will get engaged is when trouble erupts in Baluchistan, Sind and POK. For this Indian intelligence agency RAW needs to be reorganised as interservice organisation and not just policia organisation. They must be working direct under parliament and not under PMO. They must also be given more powers.

RUSSIA LIKELY TO MAKE U TURN IN ITS GETTING CLOSERE TO CHINA & PAKISTAN
From Brigadier Arun Bajpai

Thanks to the outgoing American presidents Barrack Obama’s stupid policy of going after Russian sphere of influence countries with NATO countries creeping in policy namely against Ukraine and Romania, resulting in Russia reacting and relations between Russia and America souring. Russia main export oil, prices having gone down in world market and western countries including USA imposing sanctions on Russia, it had no option but to get closer to china. Cash surplus China has been helping Russia in addition assisting Russia find arms market in Pakistan. It needs to be remembered that of late India’s main arms supplier has become US with Russia getting relegated to second position. Russia is keen not to lose its percentage in Indian arms market even if it annoys china.
The new Trump administration which is taking over reins of American presidency with effect 20 Jan 2017 is a different ball game. The American president elect Donald Trump has publicly expressed his admiration for Russian President Vladimir Putin. He has appointed his secretary of state ex Exxon Mobil CEO Rex Tillerson who is reportedly close friend of Russian president Putin. Thus there is very strong possibility that during trump tenure Both US and Russia will mend fences. If that happens it will be good for India. This will ensure that Russia will then keep its suitable distance with China and more so with Pakistan both enemies of India.
China is already worried with this possible development. Its concern was evident in its foreign minster Wang yi statement to people’s daily news paper that we will lead the way in the shakeup of the global governance after Trump takes over and we will protect our interests in the intense and complex games being played. Beijing sees trump as major opponent to china s global expansion. The presidents elect Trump sent shock waves to China when he questioned Chinas one China policy in respect of Taiwan which till now America was accepting. Trump is the first American president who is a non political figure. Besides he has filled in his cabinet with three hard-line ex Generals so one can expect America breaking in new Ground. Russia and America coming closure will have a salutary effect in war torn Middle East. Syrian president Assad whom Russia is supporting and USA against will have a sigh of relief. Similarly the rivalry between Sunni Saudi Arabia supported by USA and Shia Iran supported by Russia will ease quite a lot.

DEVELOPING RUSSIA, PAKISTAN CHINA NEXUS BEWARE INDIA
From Brigadier Arun Bajpai
English statesman lord Palmerstone has rightly proficed long time back that nations have no permanent friends or allies they have only permanent national interests. This implies international that diplomacy is an dynamic affair .Nations evaluate and revaluate their preferences in international arena and then strategise what is best for them at that time and place. There is no romantism in diplomacy it has to be pragmatic and cold blooded. Russia which has been our closest friend and ally since decades ,It was indo –soviet peace treaty which desisted US Seventh Fleet from saving Pakistan from a horrendous defeat in the hands of Indian army in 1971.However the same Russia is now hobnobbing with India’s two known enemies namely China and Pakistan.
On 27 Dec 16, Russia , Pakistan and china are having a peace talk in Islamabad in which they may declare a major role for Taliban in future government of Afghanistan that will be music to Pakistani ears but against ours and current Afghan governments interest..It is common knowledge that Pakistan has been sheltering the Mullah Omars Taliban since 2001 as also the haqqani network both operating in Afghanistan from their sanctuaries located in Pakistan, doing their jehad against the Afghan government forces and the American troops assisting them. They are responsible for killing number of American and NATO troops operating in Afghanistan. Mullah Omar the spiritual head of Taliban had died two years back but Pakistani Int agency ISI kept this fact hidden lest there starts a turf war within Taliban. It worth remembering that Afghan Taliban is the creation of Pakistani Army from those Pushtuns of Afghanistan who took shelter in Pakistan during soviet occupation of Afghanistan. After the departure of Soviets from Afghanistan Pakistani Army helped Taliban capture power in Afghanistan where they ruled for three years. They gave shelter to Osama Bin Laden .only when Osama did 9/11 in America that US attacked Afghanistan and threw out Taliban rule. Pakistan quietly accommodated them in Quetta to be reinstated at a later opportune date. Now Pakistan wants Taliban as part of the ruling dispension in Afghanistan .it knows that Taliban will be its Trojan horse. Sooner than later it will again rule whole of Afghanistan something that will be against India s interest.
Pakistan made a considered decision to go closer to Russia after it was caught red handed by Americans giving shelter to Osama Bin Laden in its military town of Abbot bad in 2011. Americans launched a raid and killed Osama Bin Laden. Initially Russia did not show any inclination to come closer to Pakistan due to Indian factor. However now with India coming closer to US looks like Russia has changed its stance. In Sep this year it did a joint military ex with Pakistani army. It has sold four MI-17 helicopters to Pakistan. What should be worrying India is that Pakistan is more or less a colony of China now? Russia till date had close relations with China but kept a respectable distance from Pakistan. Looks like this equation is changing now. Russia is also showing interest in joining China Pakistan Economic Corridor (CPEC).
India has a major stake in Afghanistan it must not allow Taliban to walk in. Towards this end it must convince US of having no truck with Taliban as also haqqani network. At the same time in conjunction with Iran and Afghanistan India must revive Northern Alliance of yesteryears composed of Tajik, Uzbek and Hazara tribes of Afghanistan which form 48% of its population in the north Afghanistan. Then at least India will have a base from where demand of division of Afghanistan can be raised. Then table will get turned on Pakistan because if demand of greater Pakhtoonistan gets revived then not only Afghanistan but Pakistan will also shed large part of its area where Pakhtoons reside.

NIA MUST BE SHAPED ON THE LINES OF FBI
From Brigadier Arun Bajpai

National Investigative Agency basically came into being after Pakistan sponsored Mumbai jehadi attack of 2008 in which 166 people were killed by the 10 jehadis of Lashkar –e-Toiba who almost held Mumbai city to ransom for four days. As is the forte of India and limited brains of its political netas once again an half hearted attempt has been made to create NIA. There is no doubt that since its inception NIA has done a fairly good job but it is working under great constraints. Due to the turf battles between the state and centre, law and order being state subject, NIA can arrest anybody anywhere but only after the permission of the DGP of the said state. With the current strained relations between certain states and centre this becomes problematic. Right thing to do was that at least the offence of terror should have been brought in the concurrent list of centre and state so that there is no need for NIA to seek permission from states.
Along with the NIA a counter terror centre (CTC) was to come up to coordinate the terror information across the country as also coordinate and control the NIA on pan India basis. All police stations across length and breadth of India were to be connected to each other and to the CTC via NATGRID for quick passage of information and suitable action. once again all is laying in doldrums .We are waiting for next jehadi terror strike of Mumbai type to wake us up and then rant with agencies blaming each other for default. problem in India is that our people the aam adami are very simple .They after electing netas feel that now their security is in safe hands not realising that today’s netas with large number of them criminal themselves are least bothered as to what happens to people who elected them. Having got the Gaddi first they want to retrieve all the money and more which they have spent in their elections. To hell with Janata.
Time has come in India that like other developed democracies people the aam adami must pay attention to what is good for them and demand from the elected representatives the same. we should be rest assured that come what may Pakistan is not going to let go its policy against India of inflicting thousand cuts through its pampered jehadis .currently there is bit of lull because First. Pakistan has been exposed Second. it is busy in Afghanistan. we must utilise this lull period to put in place CTC, NATGRID and an all powerful NIA with powers to arrest anybody anywhere. Similarly these three organisations should not be the domain of just police people. They must be inter service agencies composed of armed forces, police, paramilitary forces and intelligence people. Home Ministry must be bifurcated .there should be a new ministry by the name Internal Security ministry with a cabinet rank minster. For this specially only for terror to be brought in concurrent list of state and centre states may not object for constitution amendment because in any case they are dependent on centre for intelligence and advance terror warning.

CBI FRAMING EX AIR CHIEF MARSHAL TYAGI IN CHOPPER GATE SAVING NETAS AND BABUS?
From Brigadier Arun Bajpai

When ex air chief marshal Tyagi was arrested by CBI for questioning in connection with 400 corer plus scam on Augusta Westland VVIP chopper deal , the three engine helicopters meant to fly Indian netas and Babus being purchased from finmeccanica Italy one thought that more arrests of important netas and Babus in this 3600 corer deal will follow. Since nothing of the sorts has happened it is evident that CBI is hell bent on framing Tyagi and close the case. However CBI should be rest assured they are riding a tiger by the tail and if they follow their this policia method they will themselves land up in thick soup.
CBI has been questioning Tyagi for last four years on two issues in which Tyagi has been fully cooperating. First. Reasons for change in the initial technical specifications set by IAF for the acquisition of said helicopters. It needs to be remembered that initially IAF had set the flying height ceiling as 6000 meters which during Tyagis time was brought down to 4500 meters thus bringing Augusta Westland in competition. Second. Sources of funding of properties of Tyagi and the liquid assets. When Tyagi was cooperating for all of four years why arrest him? That also on the pretext that he will interfere with the evidence? This is pure bull shit.
These helicopters were to be bought for the VVIP a total of 12 of them and not for IAF. It is common knowledge; all defence deals are treasure chest for the political party in power. They in variably siphon off a cut from the total value of contract as their commission or one can say good will money. But politicians cannot do it on their own; this cut has to look legitimate that is where the Babus come in .They make necessary papers with their own cuts. This is the reason why no government in power wants to implement Chief of Defence Staff system laying sanctioned for last 13 years or integrate Service headquarters with the MOD. The MOD remains exclusive domain of netas and Babus basically to siphon off money. Not even a pin can be purchased by service headquarters without the sanction of MOD. So how come Tyagi is being made a fall guy when the real culprits the then NSA , then PMO and then Defence secretary are not even brought in the loop ?and what about then defence Minster AK Antony who had accepted in parliament that some money has exchanged hands in this deal ?
Tyagi may have taken bribe or may not, that is for the CBI to prove but why was he arrested? What specific purpose was served when he was already cooperating for last four years? Why CBI has not questioned the then NSA, or defence secretary or the PMO when even a fifth class student will tell CBI that their permission is necessary for the purchase and Tyagis lawyer has told the court that they all have been party to decision making. Besides the said helicopters were not bought for IAF so the said organisation and Tyagi was only on advisory capacity. Besides the deal went through after Tyagi had retired. Modi government must also answer people of India as to why till date autonomous body the LOK PAL who is supposed to investigate all such cases and the said bill having passed three years back is still not in place? Why CBI continues as it is. All the evidence of this case tends to suggest that apparently powers that be want to save the scalps of net as and Babus and make Tyagi and armed forces fall guy. This will have a great demoralisation effect on armed forces for which netas should be beware.

TRUTH OF KARGIL
From Brigadier Arun Bajpai

After AB Bajpai took over as PM the rationalist of India put forward a theory that if a nationalist leader like Bajpai makes a trip to Pakistan and meets Muslim nationalist Pakistani leader Nawaz sharif their PM then it will be something like repeat of what American president Nixon did by going to China in seventies. So in Feb 99 Bajpai went by bus to Lahore and there was great bon homie with his counterpart Navaz Sahrif. There he Visited Minar –e –Sharif where the demand for creation of Pakistan was first made in 1940.Lahore declaration was jointly signed , eschewing violence , retreating faith in Shimla agreement by both countries and committing both countries to more confidence building measures. Further dialogue was thought of, and hope was generated that the two nuclear capable countries will hence forth will act more normally instead of rattling their nukes.
However undeterred by his own PM Navaz Sharif peace initiatives towards India then Pakistani army chief Gen Paevez Musharraf decided on a supposedly brilliant plan in his own eyes ,to back stab India and force India’s hand on J&K. Unfortunately his plan was more tactical then strategic for which Pakistan had to pay a heavy price. In Kargil in 1999 Musharraf decided to occupy the heights in Karil which Indian army vacates due to winter’s .in other words while Indian PM Bajpai and Pakistani PM Navaz Sharif were meeting each other in Lahore and signing the Lahore Declaration Musharraf was busy putting his troops in vacated Indian positions. These Pakistani troops of Northern Light infantry disguised as L-e-t Mujahedeen’s had crossed the LOC to occupy these heights in Kargil. Musharraf and his generals thought that once they occupy these heights overlooking main Indian supply route to Laddakh India will rush to negotiating table where they will have an upper hand.
This was a great betrayal by Pakistan to Bajpai in particular and the country in general. India retaliated with great fury. They counterattacked inflicting heavy loss to Pakistanis. Musharraf never expected use of air force which India did. Suffering heavy loses Pakistanis started rattling their nukes when America stepped in and told Pakistan to withdraw to its locations on own side of their LOC. Once again Pakistani generals lost .This was an ideal opportunity for India to capture Sakardu and other important locations of POK but once again our netas were just happy to push Pakistan back. The opportunity was lost and the War came to end with American intervention. All this happened in May-July 1999 and Oct 1999 Musharaaf in a military coup took over reins of Pakistan and ruled it for 9 long years. This is first case ever in history of mankind when a nuclear capable country attacked another nuclear capable country so brazenly. Hats off to stupid and junk head Pakistani generals.

WHY NO INDEPENDENT AUDIT AND TRANSPARENCY IN DEFENCE PURCHASE DEALS
From Brigadier Arun Bajpai
Arrest last week of ex Air Chief SP Tyagi on charges related to Augusta Westland helicopter purchase deal for the VVIPs from Italy has sent tsunami shock waves to the Indian defence establishment of India. What is intriguing is that he is booked for the entire 3600 corer deal which all those who know how these purchases take place will agree that he alone cannot implement it without the approval of the Babus sitting in MOD and the top level politicians. Besides these seven costliest helicopters in the world were bought not for IAF but for flying top politicians and babus of India. So if this arrest is a precursor to more arrests this time of netas and babus then it is ok otherwise maybe it is then gross injustice.
It is in public domain that the Italian firm finmeccanica has paid bribes for this deal in the range between 160-360 corers to middlemen for its facilitation. The big question is who in India have received the said commissions. SP Tyagi may be one but what about others the bigger fry? The charge against Tyagi is that he tweaked the flying height ceiling from 6000 meters to 4000 meters to facilitate inclusion of Augusta Westland helicopter but then who wanted the inclusion and why ?Besides when the helicopters were being bought for flying VVIP netas and Babus can their involvement in the deal can be ruled out ? Already ex Air chief lawyer has told the trial court that PMO of the ex PM Manmohan Singh were in the loop.
It is an open secret that in the name of purchase of weapons from abroad large percentage of commission goes to the Swiss bank accounts of netas of the ruling party and the babus facilitating these deals. Armed forces people are kept out of the deal their job ends after testing the number of weapons in fray and according them priority. This game is on since last 70 years. That is why despite India a major manufacturer of other goods and having a major defence production base within country, still buys 70% of its armed forces requirement from abroad. It is a shame. All this can be stopped if all major defence purchases are audited by an independent body and purchase process is made transparent. All this nonsense of secrecy must be thrown in dustbin because our enemies can obtain all the details from the source of the sale of weapons.

IF AIM OF DEMONITISATION UN EARTHING BLACK MONEY THEN WHY NOT HOLISTIC APPROACH?
From Brigadier Arun Bajpai
Nobody denies the fact that the demonetisation announced by PM Mr. Modi on evening of 8 Nov has made a big dent in the hoarding of black money in the country. However what is making people restless is that while the common man is bearing the main burnt of this exercise stands in long queues days in and out, but the Netas and Babus who are the main culprit in this system of accumulation of black money are going on business as usual. For them nothing has happened. This is a dangerous perception which the modi government must go all out to ameliorate.
It is also common knowledge that it is our electoral system where political parties are not taxed and they need not reflect any transaction below 20000 / Rs nor give receipt of the same which enables them to convert all the black money into white. So why this system is not taxed? Similarly why it is not mandatory for all political parties to give proper receipt of all money received even if the donation is Rs 1? Similarly why income tax rates are allowed to be so high forcing people to park their money abroad in tax havens ?similarly benami property is talked about but nothing has come out in writing on the same. Building and construction is one of the main black money generators. If the aim of demonetisation exercise was to unearth black money then this exercise not being holistic may have dented the black money hoarders but have not put them off. They will come up again with more ferocity.

INDIAN NETAS HAVE MADE MOCKERY OF THE PARLIAMENT THIS WILL NOT DO
From Brigadier Arun Bajpai

Since the time more than two week back winter session of parliament for both the houses have started the Indian netas have not allowed them to function. Well knowing that each minute of this function costs the tax payer Rs two lakhs. this is happening when aam adami is passing through a very bad money crunch due to demonitisation.only Indian netas can be so could not care less about the people who elect them and we call ourselves a democracy. Mr. Adavani is right when he says that both the ruling party and the opposition is responsible for this log jam .It appears as if the speakers of both houses just wait for the netas to shout slogans to shut the houses for the day. Why they do not use house marshals to throw out netas who continue to make parliament a fish market after due warning. Similarly why in the lok sabha the ruling party having majority is not prepared to discuss the demonetisation under the rule where voting will be done as demanded by opposition. What are they afraid off?

UNPARLIAMENTORY BEHAVIOUR OF THE INDIAN PARLIAMENTARIANS
From Brigadier Arun Bajpai
Winter session of parliament had started almost two weeks back but till dale both house of parliament are non functional due to ruckus created by the opposition parties. No business has been transacted. It is common knowledge that per minute of functioning of parliament costs the taxpayers Rs two lakhs. How can the parliamentarians of India can be so irresponsible that they are least bothered about 125 corer people of India with 40 corer people living below poverty line not getting even two square meal a day .Agreed that the responsibility of the functioning of the parliament rests with the government in power but if the opposition decides that they will not allow parliament to function then nobody can make it function.
On 1st Dec 16, In Lok Sabha the day had just begun when Sudip Bandhopadhyay of Mamta Banarjees Trina mol Cong (TMC) comes out with a statement that Mamta Banrajees indigo flight was purposely delayed to land at Kolkata airport. So her safety was put in danger. He also clarified that DGCA has already ordered an inquiry. Matter should have ended here. After all this Indigo flt also was carrying large number of passengers and they were also under same threat if any. After the minster of Modi Government explained the whole thing it was loud and clear that this had happened in advertatntly and there was no conspiracy.but no the Congress leader Mr Khadage further got involved in it calling it a serious matter and that VIP flt should have been given immediate clearance to land. So now these netas feel that they are VIPs and that they must be treated as such. This must stop here. Indian constitution does not permit these Netas to become new age Maharajas? At least the good old marajas had pedigree. They were not nobody today and minister tomorrow with power going to head..Ok even if opposition was agitated in a supposed conspiracy, then matter could have been discussed in the house why walk out and not allow house to function?
On 2 Dec 16 In Rajya Sabha Cong leader Gulam Nabi ajad comes out with an allegation that army without informing the state government did an exercise in west Bengal and that it was near the Toll plaza of the Kolkata secretariat. Again there was uproar in both houses of parliament .the truth was On 2 Dec 16 army was doing routine exercise after duly informing the state police in west Bengal as also other NE states. 9 letters are produced by Army as official evidence where even the principal secretary home of West Bengal was informed. Army wanted to conduct this exercise on 28 & 29 Nov but it was the state police which suggested the date as 2 Dec due to bandh call on 28 Nov. This is a routine exercise of data collection of heavy vehicles in each state which takes place every year .This is very necessary because if the army has to deploy at a short notice due to threats from China or Pakistan the locally available heavy vehicles are needed to take the heavy stuff to border since Army’s own vehicles are never enough. This yearly exercise ensures that army always have the latest data and names of owners. This exercise was being conducted at 19 toll points in West Bengal along with other NE states. The troops conducting this exercise were not carrying weapons. One of this toll plaza was near the secretariat of West Bengal where Mamta banarjee saw this happening and she in her limited capability probably thought she can use this for her gutter politics. Mamta banarjee immediately decided to sit in Dharna within the secretariat only and blamed the Army for a planned coup. She also blamed the Army for collecting money from the people. First time it has happened in 70 year old history of India that a Chief Minister has blamed army for a coup that also without arms? A military coup with sticks? This episode has shamed Mamta banarjee, her party TMC as also the opposition but of no effect. They do not have courtesy to ask apology from the army.
All this is happening because nowadays the netas elected for both houses of parliament are not the same as they use to be earlier.Thnks to our electoral process today large percentage of our MPs are having criminal cases registered against them .Some of them are fighting elections from jail. There are no educational qualification restrictions on them. Even in Pakistan they have made graduation as minimum qualification but in India an MP can be illiterate also.pol parties select their candidate based on caste, creed, religion, money and muscle power. Merit is not any criteria .There is no denying the fact that the modern Indian netas lack in brain power which they compensate from Brawn and muscle power. They disrupt the house since it is easiest thing to do. This allows them to come to house without any preparation for the necessary debate. If the things continue this way apart from parliament losing its primacy is becoming gradually redundant. Even the bills that are discussed and debated lack the quality expected from the parliament of india. This state will not be tolerated by the people of India for long. Either the parliamentarians become serious or else people will start taking law in their own hands that will be very bad for the country.Instaed of getting involved in rules and regulations our parliamentarians must discuss all issues thread bare. Parliament is the final temple of democracy where things have to discuss minus the ruckus.

GUTTER LEVEL POLITICS BY MAMATA BANARJEE AT THE COST OF ARMY CAN NOT BE PERMITTED
From Brigadier Arun Bajpai
It is ok if Mamta Banarjeee, the CM of West Bengal who stands isolated in her foolish demand against demonetisation of roll back by government to old currency and wants to regain her central stage position, but if for this if she stoops so low that as a CM she takes recourse to lies and blames a routine exercise by Army as army coup, then things become serious and she cannot be allowed to get away with this. this will be the only case in the world where a CM of a state in a democratic country is living under such delusion that Indian Army without the weapons will do a coup that also against a state CM. coups are done against central authority and not against some piddly state. She has made Indian democracy laughing stock of the world. It is shocking these type of netas are getting elected and becoming CMs of states.
On 2 Dec 16 army was doing routine exercise after duly informing the state police in west Bengal as also other NE states.
She has gone to the dirty limits of blaming army for even looting money. In all the wars fought by Indian army even in enemy country nobody has ever blamed the Indian Army for loot. However in India this women chief minister is falsely blaming army for looting people just for politics? It is dirty politics to the limit which only likes of Mamta Banarjee could play. How do you expect this army to help people as it does selflessly in natural calamities if India has politicians of Mamata Banarjee calibre? Army authorities have vehemently denied this charge of loot. Besides only Mamta banrjee has this complained whereas this exercise had been held across length and breadth of India on yearly basis for ages.
Central Government has rightly advised politicians not to involve army in their political games. The matter should not rest here. As the army on its own cannot take any action the veterans association of armed forces must file a petition against mamta banarjee in Supreme court for bringing down the prestige of army and hurting the feelings of the armed forces community. She must be forced to face the music. If it is not done now it will not be long when other politicians will follow suit. If that happens politicisation of Army and the consequences India will face netas should be ready. Prevention is better than cure.
Also what is important is that the 9 letters produced by the Army are duly received and replied by the police and home department of West Bengal , this police and home department denied that they had any prior information of this excersive. Now their lies stand exposed. Surely no government can be run this way. These police and IAS Babus must be suitably punished after Army producing these letters. If no action is taken by the state government then help of court of law is taken.

ANOTHER CHEETAH DOWN WHY NETAS AND BABUS OF MOD NOT MADE ACCOUNTABLE?
From Brigadier Arun Bajpai
On Wednesday 30 Nov a cheetah helicopter flown by Maj Sanjeev lather and Arvind Bazala crashed while landing at Sukhna. Both the pilot died in the accident .another officer who was passenger died while one Sapper has been critically injured. This is one of the many accidents in which this cheetah helicopters are involved. Actually it has already acquired the epitaph of flying coffin on the lines of Air forces MIG 21s.Most of the 140 Cheetah helicopters of the Army aviation corps are more than 30 years old. Based on 1960s technology this helicopter is single engine, is berefit of modern avionics like ILS (Instrument landing system), Omni direction and landing system and FADEC. Imagine in a single engine helicopter flying at 20000ft in mountainous terrain with no surety when the engine will conk off? What is worst is that the quality control of public sector undertaking HAL who produces this helicopter and their maintenance is very poor. Being a public sector undertaking they hardly have any accountability while the armed forces suffer.
Army aviation corps has been asking for replacement of these helicopters since ages but it has made no dent on Babus straddling the MOD or the Netas at the helm. Congress led UPA government with Mr St Antony as defence minister postponed the new acquisition for more than a decade on one pretext or the other. These were supposedly postponed due to corruption allegations as also technological deviations. No Armed forces persons are involved in negotiation of purchase deal or actual purchases so why should armed forces people die for netas and Babus corruption ?It is the NDA government when it came to power in 2014 it decided that this programme will be part of make in India to rule out the corruption. Now reliance along with Russia are going to make 201 Kamov helicopters in India. Till that time these crashes and deaths will continue. The big question is that why Modi Government is not bringing in CDS system of higher defence management already lying sanctioned since 2003 to control and coordinate these purchases of three services. ? It is worth remembering that in March last year a group of Army wives had petitioned to Defence Minister Parrikar to stop the use of these outdated helicopters to avoid casualties.

NAGROTA JEHADI ATTACK
From Brigadier Arun Bajpai
So the new the Pakistani Army chief Qamar Javed Bajwa takes over the reins of the Pakistani Army from retiring Gen Raheel Shareef today the 29 nov 16 and his minions to please the boss launch a jehadi attack on a Nagrota based Army unit in Jammu Sector where two officers and five jawans of Army were martyred. The three jeahdis also were killed. Since the surgical strike on 29 Sep so far 25 soldiers have been martyred in anti terror operations against Pakistan. So where do we go from here?
Let there be no doubt that this incident happened because somewhere the security was not up to the mark in this Army unit of Nagrota which these jehadis took advantage of. In this case the jehadis could get up to the officers mess and the family living area which should not have happened. Also fact cannot be denied that these jehadis must have done fair amount of reconnaissance beforehand which had gone unnoticed. So the guilty for this laxity must be found out and punished. Having said so now we must have a look at the broader picture.
Since the surgical strike Pakistan has violated cease fire more than 300 times and we have lost 25 of our soldiers martyred. And these soldiers have been martyred fighting jehadis who are of no value to us as also to Pakistani Army. We cannot allow our trained soldiers killed fighting jehadis who are basically cannon fodder so far as Pakistani Army is concerned which trains, equips and push them on us .Answer lies in we also inflicting casualties on Pakistani Army for every Indian soldier martyred. For this apart from use of heavy artillery and mortars we must sally out and cause heavy casualties to Pakistani Army by surprise raids and ambushes maintaining deniability. We must not allow them minutes rest. We must adopt an offensive defence posture. There is also a need to help out those jehadis who are ready to fight Pakistani Army like TPP and IS on the concept of enemies enemy is our friend. We should shed the moral high ground and not hesitate to create problem for Pakistani Army within Pakistan. Restrict our interaction with Pakistan, isolate Pakistan diplomatically and withdraw MFN status from Pakistan. Let enemy be an enemy.

WILL BAJWA TOO WILL BE HOSTILE TO INDIA? WHERE IS THE DOUBT?
From Brigadier Arun Bajpai
General Qamar Javed Bajwa has been appointed as new Army chief of Pakistan in place of General Raheel Sharif who is retiring on 29 Nov by the Pakistani Prime minster Mr. Navaz Sharif. As soon as his appointment got announced Indian media is busy trying to fathom whether he will be as hostile and visceral as the outgoing Pak army chief Gen Raheel Sharif , or more or less ?The same discussions were held when Gen Sharif was appointed in place of Gen Kiyani and Kiyani appointed in place of Musharraf. What people in India especially media fails to understand is that Pakistani Army is not a one man show. They are a corporate house, a military incorporation whose directors are the 11 Corps Commanders that Pakistani Army has. It is the majority decision that prevails.
Besides hate India is the bread and butter of Pakistani army. Their survival, their lording over the country as saviour of people from clutches of India, their fat commissions on every defence purchase deals, their senior officers having three to four bungalows each, their 20 billion dollar yearly business in every business activity in Pakistan, all are dependent on hate India campaign. Pakistani Army just cannot make the mistake of having friendly relations with India. Similarly they will always exercise the final say on the elected Pakistani Government especially in Indo –Pak relations. So this question that how hawkish he will be towards India is just redundant. It is India which has to learn this lesson which it has not learnt since the days of independence that it must become hawkish. A More live wire and hawkish India will more tamed Pakistan read Pakistani army will be. India must understand that with all the goodies around them no Pakistani general ever wants to go to war with India. That is why they use jehadis to fight Indian troops. These ill trained and ill paid jehadis are nothing else but cannon fodder to them. If India wants to have peace with Pakistan it will have to bloody Pakistani Army. More we bleed them, tamer they will become. Case in point is after Pakistani Army bat team mutilated body of an Indian soldier in Machhal Area recently and Indian army pounded 15 Pakistani posts killing their one officer and 20 soldiers, there has been calm for three days.
Indian media is currently speculating on traits of Gen bajwa. They say he is an expert on Kashmir issue and have strong views against jehadis. All Pakistani officers who reach the rank of general are experts on LOC because Kashmir is their jugular vein .So there is nothing special in it for Bjawa. Yes what is special is that he commanded Pakistan’s x corps responsible for entire LOC and located in Rawalpindi –Islamabad complex. The famous coup brigade of Pakistani army the 111 is part of this corps. In other words Gen Bajwa is in good books of the Pakistani civilian government as also Army, a real tight rope walking indeed. It has been reported that during the siege of Islamabad by Imran Khan and his Tehrik-e-Insaf party Gen Bajawa had advised Army against getting involved in the tamasha. All said and done thanks to Pakistani army’s compulsions to show India as a country about to gobble over Pakistan, any change on the situation on the LOC and J&K is unlikely, Bajwa or no Bajwa.

HOW LONG INDIA MUST SUFFER BRAINLESS SADAK CHAP NETAS IN THE NAME OF DEMOCRCY?
From Brigadier Arun Bajpai
Winter sessions of parliament is already almost a week old .Opposition parties initially wanted a debate on the current suffering of the aam adami due to sudden demonetisation which had to be done for the future of the country, its young generation and economy. The government in power agreed for the debate. The matter should have ended there and debate started. The debate did start on schedule but within few hours the opposition parties have started running away from the debate and the core issues. Netas like mamta banarjee CM of west Bengal and arvind kejariwal CM of Delhi decided to lead a march of protest to the president’s house. Whole world knows that president Pranab Mukharjee has publicly hailed this demonetisation by the Modi Government so where was the need of this tamasha of March? Do Mamta banarjee & kajraiwal still feel that it still colonial empire in India and president is a British Vice Roy?
With almost 40% of Indian economy running under the shadow of black money any honest government has to do something about it. It cannot carry on as was being done for the last 70 years by various governments who ruled the country after independence that SAB CHALTA HAI .Agreed that implementation of this demonetisation scheme could have been better to alleviate the sufferings of common man but there is no doubt that it had to be done suddenly. Any advance warning would have warned the black money hoarders in a vast a diverse country like India and they would have converted their black money into white in a jiffy. For the last five days now the sadak chap netas of India mostly belonging to opposition have been shouting and ranting against the Government criticising the demonetisation. Some even are demanding roll back. While the need of the hour is for all political parties to sit back scratch their brains if they have any and device ways and means to ameliorate the problem of the aam adami, the daily wagers, the farmers and what have you. They are not doing this because none of them are interested in the plight of common man .to hell with common man he is only a stick to beat the government in power.
The main problem is the black money of these political parties. As per current rules all contributions below 20000 Rs can be in cash and for which political parties need not keep any account or give receipt. This loop hole generates unlimited black money. Election commissions have been forced to keep this cost of election expenses low as a result the candidates have no option but to fudge the records. Just for example in 2014 elections an estimated 35000 corers were spent but officially it is being said that only 1100 corers have been spent. Needless to say 34000 corers was the black money. Only way this tamasha can be stopped is if we lay down a reasonable election spending ceiling that is more practical and all donations must be accounted for and a receipt given to all donors. After every rally if people want to give donations it should be allowed up to 500 Rs. This will curb black money accumulation with political parties. In America donations are given openly so why not in India? The current Indian concept of capping the election expenses and should be discarded. Similarly election commission must be given more teeth including judicial powers to disqualify a candidate if caught doing wrong practice. Public funding to a point may also be considered as an option to bring in level playing field. If Modi government is really serious to end the black money menace then it has to simultaneously work on the fronts of demonetisation, real state, political funding reforms & gold accumulation. The income tax must be made reasonable. Most important people of India must learn to elect their representatives based on merit and not on cast, creed and religion.

DEMONITISATION OK REFORM POLITICAL FUNDING TO RID ECONOMY OF BLACK MONEY MENACE
From Brigadier Arun Bajpai
More than two weeks have gone past since PM Modi announced demonetisation of 500 and 1000 Rs notes. The shock waves that hit Indian economy and Tsunami that followed unnerved so many both big and small.Worst affected were the netas who suddenly became beggars from being kings with their ill gotten black money having gone defunct. They are still firing from the Aam Adamis shoulders shedding crocodile tears on the inconvenience caused to the public. Surprisingly the aam adami continued to have faith in Modi and felt that this demonetisation is the right step to curb the influence of black money on Indian economy .Today black economy in India is almost 40% of the white economy.
It is rather bizarre that the Netas and even some responsible people are saying that this demonetisation will not impact black money. No Sir it will definitely impact black money but of course is a limited way because this component of black money is comparatively small then what is held in Gold and real state. But impact will be there. A figure of three lakh corer and even more will get extinguished and that is not a small sum. The worry in some quarters that like 1978 when first time demonetisation was implemented but black money came back after some time , this time that is unlikely to happen because it has been linked to Adhar card and pan card.
The most important issue that will permanently block the black money is the election funding reform necessary .No neta wants to talk about it but that is the real source of generation of black money in India. Netas have quietly ensured that all contributions below 20000 Rs can be in cash and for which political parties need not keep any account or give receipt. This loop hole generates unlimited black money. Agreed that hypocritical that we Indians are we refuse to accept that election of a MP costs 10 corers while an MLA the cost is 5 corers. Election commissions have been forced to keep this cost low as a result the candidates have no option but to fudge the records. BALUCH JEHADI STRIKE SHATTERS GEN RAHEEL SHARIF IMAGE AND HIS CONTINUATION AS PAK ARMY CHIEF
From Brigadier Arun Bajpai

On Nov 12, Killing of over 60 devotees and injuring over hundred others in a powerful suicide blast by a teenager at the five centuries old suffi shrine of Shah Norani, located in hilly terrain of Wadh area of Khuzdar district of Baluchistan 750 kilometres south of Quetta, before a fortnight of Pakistan army chief, General Raheel Sharif’s impending retirement indicates that terrorists in Pakistan had vowed not to allow him leaving his office contentedly and decorously. Similarly by ambushing an Indian army counter terror patrol in Machhal area , killing three soldiers and mutilating the body of the third on 22 Nov 16 indicates that Pakistani Army of Gen Sharif is hell bent to escalate tensions with India to save his Gaddi and continuance beyond 29 Nov 16 when he retires.
Despite all closed door efforts by Supporters of Gen Raheel Sharif that either he gets three year extension or is made a Field Marshal in Pakistan the civilian government of Pakistan of Navaz shrif has been keeping quiet. Incidentally, till the said terrorist attack was carried out, the Nawaz Sharif government had neither announced it’s the long awaited decision of naming successor of Gen. Sharif or any decision of extending tenure of Gen. Sharif, or elevating him to the post of Field Marshall. Report is there that now Gen Sharif has started attending his farewell functions.
Meanwhile, militant Islamic State (IS) group, through its affiliated news agency 'Amaq' has claimed the responsibility for the attack on shrine. The jehadi attack took place a day before Prime Minister Nawaz Sharif and General Sharif had to attend the ceremony of launching first China-Pakistan Economic Corridor (CPEC) cargo shipment from Gwadar port in Baluchistan to the Middle East and African countries. Timing of this attack is bound to add extra worries over security of US$ 46 billion worth CPEC in the province of Baluchistan to Pakistan kitty.
Truth is that Despite tall claims made out on the success of operation 'Zerb-e-Azb' by Pakistan Army's propaganda machinery led by Chief of Inter-Services Public Relations (ISPR) Lieutenant General Asim Bajwa, as well as timid pro-army Pakistani print and electronic media and opportunist politician there has been no verification of the tall claims made by Pakistani Army. Besides Pakistani Army has been operating only against Tehrik-e-Pakistan Taliban that wants control over Pakistan. The Hqqqani network operating from the same tribal areas against US Troops and Afghanistan are the darlings of the Pakistani Army and the ISI.A Pakistani English daily 'The News Express Tribune' had reported (June 15, 2015) that over 400 families of Islamist militants, affiliated with militant groups, including Taliban, Al-Qaeda and the Islamic Movement of Uzbekistan had escaped from North Waziristan to safe heavens in bordering provinces of Afghanistan, which are now called as "New North Waziristan" by the critics of Pakistan army's anti-militants operation.
Till strained relations between Pakistan and Afghanistan existed and anti- Afghanistan Taliban received support of Pakistan army and ISI, it is unlikely that Tehrik-e-Taliban, Pakistan (TTP) and its affiliated militants would stop attacking Pakistan. Significantly, Islamic State (IS) or 'DAISH' led by Abu Bakr al-Baghdadi had claimed the responsibility of attacking shrine of Shah Norani. Presence of IS in Pakistan and switching over loyalty to IS by some Taliban groups have further added difficulties for Pakistan army to contain terrorism in the country. Gen. Raheel Sharif had claimed in mid-February 2016 that militancy would be completely uprooted in Pakistan as operation 'Zerb-eAzb' was in final stage, whereas the IB Chief Aftab Sultan had confessed (February 10, 2016) in the Senate, the Upper House, that terrorism cannot be stopped completely in Pakistan in next ten years. The unabated high voltage terrorist attacks in Pakistan are indicative of the fact that Gen. Sharif was wrong in his repeated claims of uprooting terrorism from the country before his retirement.

Truth is that there is intense power struggle on in the higher echelons of Pakistani army for the post of Army chief. Simultaneously there are power games being played between the civilian government of Navaz Sharif and the Pakistani Army chief gen Zaheel Sharif. Outwardly the Army chief is attending his farewell functions but inwardly he is keen to continue. Under such situations the ideal bashing boy for Pakistan is India. Hence this incident on border today.
It is important for India to teach Pakistan a lesson to remember if India wants Pakistan to behave. That lesson is that Pakistan needs to be convinced that it will pay a disproportionate cost for its misbehaviour. India has the where withal. Since URI we have been preparing. All that we have to do is to nonstop bombardment of Pakistan for at least 48 to 72 hours on the entire 178 km long LOC. we should use all types of guns including rockets and heavy machine guns. Every Pakistani perfidy must be met with this long drawn bombardment. If we in between launch one or two surgical strikes it will be icing on the cake. Hopefully Pakistan will then wake up.

DEMONITISATION SURGICAL STRIKE BY MODI GOVERNMENT, AAM ADAMI AND OPPOSITION POL PARTIES
From Brigadier Arun Bajpai

PM Modi is right when he says that he left his home, family and everything for the country. Before being PM he was CM of Gujarat for fifteen years but his personal belongings can still be counted on fingers. His mother and brother live in a very modest accommodation. What more proof is needed that he is not a man after wealth and KURSI? Look at other Indian netas and their castles WHICH THEY CALL AS THEIR HOME. Look at their lifestyles .So what wonder he enjoys maximum popularity in the country .when he speaks people listen. By prohibiting use of Rs500 and Rs 1000 notes with effect 8 Nov he has genuinely hit at the core of the Black Money economy in the country. In doing so he has taken a very big political risk as this measure could rebound on him also. But then while opposition political parties are ranting against him days in and out in the name of inconvenience to aam adami the actual aam adami is happy. The current day India is not the old India. Today India is the youngest country in the world with 800 million populations below 35 years of age. This population has 72% education. So the netas will not be able to fool them as they use to do earlier.
Cong, BSP, SP, CPM, Trinamool Cong , AAM adami party , This group of netas comprising Rahul Gandhi, Mayawati, Mulayam Singh Yadav, Lalu Yadav, Mamta banerjee, parkash karat, Yechury, Kejariwal are all ranting against this governments demonetising policy for the sake of aam adami. However the truth is that all of them have been badly hit because their bulk of black money has been made redundant. One tall party of UP reportedly has given Rs1.5 corers to each of its candidate to whom it has given ticket to fight UP election to get back the new notes or lose the candidacy. Now these people have no option but to use large number of people to deposit Rs two lakh each and then get back with new notes as permitted till 30 Dec. Indian public despite hardship is solidly behind this move of PM Modi so why are these netas unhappy? In the last parliament discussion these very netas were mocking modi that where is the Black money and what action against black money hoarders. So why are they shedding crocodile tears now?
There is no doubt that this action by PM Modi is farsighted and genuine. If successful it will make India clean for long time to come. However same cannot be said about his all powerful finance minster Mr Jetley and the team of Babus responsible to implement this scheme. Mr Jetley and the Babus have botched up a very good scheme. They should have worked overnight and should have been fully prepared in its smooth implementation. Why so many amendments and delays now? The whole scheme and the likely problems should have been discussed at length .Why this was not done? Modi must hold people accountable. What is even more surprising is that BJP has largest membership in the country. In addition they have backing of very large number of RSS kar sevaks. They all by this time should have fanned out to the remotest villages of the country to help Kisan and rural people, assuring them that they are not losers but gainers. This would have earned a great popular feeling for the BJP and RSS in the country.

SUICIDE BY SUBEDAR GREWAL ON OROP MODI GOVERNMENT WILL PAY A HEAVY PRICE IF THEY STILL NOT WAKE UP
From Brigadier Arun Bajpai
Sub Ram Krishna Grewal who committed suicide on the issue of OROP on 1 Nov 2016 was not a small person .He held the rank of Subedar which means a platoon commander leading 36 men in war. If he was forced to commit suicide on the issue of OROP where he felt short changed as per his suicide note, then whether modi government likes it or not they have lost respect of the entire armed forces community on which they were acting macho recently, especially after the surgical strike. Fault lies with the Modi government as also the defence minster parrikar who has been going back on his own words under pressure from the Babus of the MOD. The real culprits are the Babus who have been guiding read misguiding the Modi government on matters military. Had this government listened to the advice of the armed forces things in India would have been different.
Mrs Indira Gandhi rewarded the Armed forces of India on their spectacular victory over Pakistan with 90000 Pakistani officers and men their prisoners, a feat only repeated by India after world war 2, by reducing the pension of soldiers from 70% of the last pay drawn to 30%.This could have led to revolt in any other country but in India its Army being apolitical and highly disciplined tolerated it. This was done basically due to mischief of the Babus who straddle Ministry of Defence and suck the blood of the country as also the armed forces by taking fat commissions in all foreign arms purchase deals. It is because of these babus that despite country having enough potential and capability we even after 70 years of independence are buying 70% of our arms from abroad and not making them at home, because every foreign purchase of arms comes with fat moolah. This is a shame.
Unlike other major democracies where the politicians are not only highly educated but have themselves taken part in military operations, and cannot be fooled by these petty babus, In India these politicians are clueless in matters military. In addition they have more faith in these babus then the professionals of military as a result one blind man leads the other and we bumble along. In India in the name of civilian control over armed forces it is basically bureaucratic control over armed forces that is the root cause of all problems. It is beyond the mental capability of the petty Babus straddling the MOD to understand that the deep sense of self esteem that is engrained in the armed forces, and forms the basis for the spirit de corps that motivates a soldier to lay his life on the line, is fast becoming a casualty. If things are not corrected fast than we are facing ruin of an organisation and country. This explains that while PM Modi was spearheading Sandesh to soldier’s campaign on Diwali, a very laudable effort by him, the petty Babus in MOD were busy simultaneously to down grading the status of the armed forces .This act of these babus have taken away the genuine good will gesture by MODI. In any other country these babus who damaged PMs Campaign would have been sent home but in India nothing will happen to them.
First time in history of India it was Subramanian committee set up after kargil war which recognised the need for harmony in civil military relations in Armed forces and MOD. It made lot of recommendations for integration of civil –military working relations. 23 were accepted by the then government. However despite 13 years having gone by these petty babus have ensured that this integration is mostly on the papers. Modi government had a unique opportunity to make Gen VK Singh ex Army chief and now a minster in Modi Government to forcefully implement these reforms by placing him in MOD, but once again Sab Chalta hai .It is time modi government wakes up before it is too late.

CONGRESS PARTY AND ITS FUNNY PAKISTAN POLICY
From Brigadier Arun Bajpai
It is common knowledge that the Kashmir problem is a self goal by Nehru who in order to be recognised as a world statesman and a man of peace went to UN Security council against the advice of the Indian Army as also lot big wig Indian politicians, just at the time when India was poised to launch its final offensive against a defeated and fatigued Pakistani Army which was falling back. The current Pakistan occupied Kashmir (POK) consisting of basically Gilgit and Baltistan would have been under India’s control had Nehru listened to the advice of the Indian army. What was the tearing hurry for the Nehru to rush to UN Security Council where British were just waiting to trap India in getting involved in Kashmir problem is something which needs further research that must be done? This probably is the only case in military history of the world where a winning country squandered its advantage just at the whim of its top leader.
OK let us accept the fact that Nehru ,due to his inexperience on matters strategic with military overview made a mistake for which nation must pardon him .However what is inexplicable is that after this initial mistake why did Cong government which ruled this country for almost 60 years and even NDA Government of Mr AB Bajpai that ruled the country for the duration 1999 to 2004 did not set right the defensive policies followed by India towards Pakistan .Credit must go to Modi Government who after initially continuing with the same weak and defensive Pakistan policy has now changed gear and has literally put Pakistan on back foot and internationally isolated. Some of major flaws in our Pakistan policy were as follows
• Having gone to UN and after UN security council ruling that Pakistan must withdraw all its forces from POK, followed by India and then referendum to be held, why did we not insist that Pakistan must vacate POK ?
• Pakistan having not vacated POK and we rightly claimed that erstwhile Maharaja of J&K Hari Singh having decided for India in Oct 1947 so entire J&K state is part of India, why did we no clamour that POK is illegally occupied by Pakistan? We could have opened another front in 1965 or 1971 Indo-Pak wars to capture POK. Why did we hand over Haji-Pir Pass to Pakistan that we captured in 1965 Indo-Pak war ? This was rightfully our territory?
• Pakistan in 60s ceded to China 5000 sq km Shaksgam Valley which was part of POK. why did we not raise a ruckus in UN since Pakistan just cannot do it this being an international disputed area ?This helped china build Karakorum highway.
• Currently China is investing 46 billion dollars in China-Pakistan Economic Corridor which enters Pakistan via POK why are we comparatively silent? How can china build its CPEC through disputed territory?
• After our success in 1971 Indo-Pak war with 90000 Pakistani prisoners in our hand how come Congress government of Indira Gandhi released them without gaining anything substantial from Pakistan? It has also being reported that Pakistan is still keeping 70 Indian Armed forces prisoners hidden in Pakistan of 1971 war vintage?
• During kargil war Indian armed forces were instructed by the Bajpai government that under no circumstances they will cross the LOC. Why? If Pakistanis could cross the LOC and come in our area in kargil why we must have these restrictions?
The root cause of all these problems is that Indian netas do not take strategic advice from Armed forces whose bread and butter is strategy. They take advice from the clueless and petty Babus. That is why we are always at receiving end. Time has come when Indian political masters repose more faith in Armed forces and take their advice. Towards this end Chief of Defence staff system which has been lying sanctioned since 2003 must be implemented. Apart from giving single window advice to our political masters he will also be coordinating the functioning of the three services.

GUTTER LEVEL POLITICS IN INDIA NOW CONG, RJD, AAP QUESTION ARMYS SURGICAL STRIKE SHAME
From Brigadier Arun Bajpai

Indian Army launched a surgical strike in POK on 29 Sep, going 3-6 km deep inside POK, destroying seven terror camps and killing 50 jehadis which included nine Pakistani army persons also. The people killed may even be hundred. As a result more than 300 jehadis including L-e-T head Hafiz Saeed have run away from POK to the main land of Pakistan. Large number of countries including America and Russia who have the satellite facilities to counter check Indian claim of surgical strike, have not only believed Indian claim but have supported Indian effort. Russian president Waldmir Putin has gone to the extent of saying that India did the right thing and has its right to self defence. Surely Putin will not be saying this until his satellite imagery has confirmed about this strike. Same goes for America. However there are some Sadak Chap Netas of India belonging to AAP, Congress and RJD who have questioned this strike, calling it Fake. Needleless to say Pakistani media has picked it up and out of these netas Mr Kejariwal who is the CM of Delhi is the real hero of Pakistani media who is demanding that Modi Government must provide proof of this strike. This is first time in the history of India that these small time netas have questioned the act of the armed forces and tried to politicise the issue. They doubt their own Army for petty political gains. We have become laughing stock of the world. More than anything else this will definitely have the adverse effect on the morale of the brave Army jawans and those commandos who risked their life for the country. Surely we cannot accept these types of so called leaders. People of India must decide whether they are traitors or leaders.
First and foremost Indian Army is apolitical. They do not do anything to politically promote any party in power. Indo-Pak wars of 1947, 1965 and 1971 and Kargil War of 1999 are cases in point. Previous wars were fought under Congress and Kargil War under BJP. No political party till date asked for any proof of these military actions. Even in 2015 surgical strike against terror camps in Myanmar by Indian Army, no proof was asked. By asking proof for this surgical strike by Indian Army, these small time politicians and political parties have doubted their own Army and the country. This is reprehensible. Surely this cannot be allowed if we really love our country.
It is true that with the modern technology available, this entire episode of the strike by Indian army has been recorded .All the proofs are available. They however cannot be put under public domain because First. There will be more such strikes in future and we do not want Pakistani Army to know our modus operandi. Second. Entire Pakistan, its Army, its Government and its media is in denial mode as is their habit. More than 72 hours have passed and Pakistani Army has not retaliated so it is clear that they are afraid of further escalating the conflict. Because if they retaliate then we also will go in and this conflict may lead to war. By denying that India launched any such strike they get a way out of not to react militarily and save face. The recent Baramula jehadi attack of theirs which was a hurriedly launched botched up operation proves the point that this surgical strike did take place and their reply will be not military but terror attacks by these jehadis. Further proof of this strike having taken place is the way Pakistan rushed international media to the place of occurrence. Where was the need to do it? Another proof is the series of meetings which were held within Pakistani government and its Army and all jehadis Tanjeems shouting their throats out. Hafiz Saeed the L-e-T head even demanded their Army to be given a free hand by their government against India Why? It is very sensible move by the Modi Government and Army not to chest thumping with this surgical strike. Our case is that we acted not against Pakistan but POK which is illegally occupied by Pakistan and against the jehadis who were using Pakistani land to carry out terror attacks on us because Pakistani Army was not doing it. People of India must identify all those political parties and their netas who have questioned the Army on an issue which is so sensitive for India. These netas must be treated as traitors to the country.

INDIAS NEW PROACTIVE POLICY TOWARDS PAKISTAN YIELDING RESULTS
From Brigadier Arun Bajpai

Nobody has a doubt that for last more than a decade accomplished Pakistani diplomacy has been running rings around India. We were always seen reacting to Pakistan. However it is now a refreshing change that within five hours of the Pakistani Prime Minster Navaz Sharif’s India obsessed and Kashmir oriented vitriolic speech in UNGA on Wednesday was shred in taters by young Indian first secretary Eenam Gambhir when India exercising its right to reply .She reminded UNGA that how all terror attacks including the 9/11 in the US have their origin and links in Pakistan. Her catchy words like the land of Texila the greatest learning centres of the ancient times is now host to the Ivy League of Terrorism were talk of the town and rave in social media. With Nawaz Sharif in his speech eulising the jehadi terrorist of Hijbul Mujahidin Burhan Vani as man of peace thus justifying terror is now having Pakistan running in circles.
We in India must be clear in our minds that Pakistan, meaning Pakistani Army will never be our friends for the simple reason that Pakistani Generals have been for last 70 years lording over Pakistan on this basic concept of hate India and that they are saviours of Pakistani people. Aam Adami of Pakistan believes that but for Pakistani army India would have gobbled up Pakistan. Today Pakistani Army runs a 20 billion dollars business in Pakistan. Right from drugs to cement they have business everywhere. Read their own famous strategic expert Ayesha Siddiqas book the ‘Military Incorporation’. This Army which is basically a political Army is living in best of comforts with its generals, the Corps Commanders, 11 of them, known in Pakistan as Corer Commanders. This Army is incapable of fighting. So they have outsourced their fighting to the jehadi Tanjeems of L-e-T, Jaish Mohammad and Hijbul Mujahedeen against India. These jehadis are cannon fodder to them and they have a un ending supply of them. This Pakistani Army is not going to change. 70 years have gone past since the formation of Pakistan still Indian political masters have not learnt the basic lesson that neither military strike nor extending hand of friendship will change Pakistan policy of sponsoring terror against India. Indian Armed Forces know it but our political masters do not take their advice. They take advice of risk averse Babus and Police people who know nothing of military strategy. The three Armed forces chiefs are not even permanent member of the Cabinet Committee on Security (CCS) the highest decision making body in the country. It is really pathetic. The National Security Advisor is always a Babu or a policeman while the Pakistani NSA is a General. So what wonder that instead of pro acting we are always reacting to a situation created by Pakistan and that reaction also is knee jerk?
Four days have gone by since the URI jehadi attack by the Pakistani sponsored Jehadi organisation Jaish Mohammad that martyred 18 Indian soldiers and wounded 32. Modi Government like the previous governments before them is still at sea as to how to retaliate against this Pakistani perfidy? There have been meetings and more meetings at the highest level, lot of hard boiled rhetoric by the political masters but that is about all. For Pakistan this is the familiar pattern and they will not be deterred from next jehadi attack which will again come at the time and place of their choosing. So what is the answer and way out?
First. like the Standing operating procedures (SOP) we have developed and honed over a period of time against Pakistan on the event of cease fire violations and Cross border firings which does not require clearance from political masters and are put in effect immediately thereby having major impact, we must also evolve a SOP on Pakistani terror provocation like URI or Mumbai, which should be a combination of political-military-diplomatic apparatus all thrown in. This must be implemented immediately on occurrence while other more serious methods are deliberated. This will have a major impact. The thrust of this SOP should be not only to bleed Pakistan, specially its Army but also expose Pakistani perfidy in national and international forum.
Second. India now must evolve a long term Pakistan policy where Pakistan is permanently seen as enemy. This policy must continue to be implemented despite whichever government is ruling the country. This policy must have in its core the theme of breaking of Pakistan into Punjab, Sindh, Baluchistan and Khaiber Pakhtoon Wala.
Third. India must implement the CDS system lying sanctioned since 2003, allowing single window military advice to our political masters. India also now must go all out to become a military-industrial base as part of Make in India effort. Cut down purchase of arms from outside. Produce them in India. Also go for arms diplomacy which US, China and other countries are aggressively following.
Four. Stop demanding or expecting other countries to pull our chestnuts out of fire. Why do we expect US or Russia or UK to do things for us like declaring Pakistan a terrorist state, impose sanctions on it or persuade it to stop cross border terror. Whatever has to be done we must learn to do it ourselves. If other countries join us good enough.
Fifth. We must learn to use our military might in the correct perspective. We must make our armed forces lean and mean ready to strike at a moment’s notice. We must carry out long pending military reforms especially in the conduct of higher direction of war. We should never forget the Clausewitz first principal of war that it is not the actual use but the threat to use our military might that should be able to get us the results. We must learn in strategic field to punch at par with our weight and not below it as we have been doing till now.

URI- PAK SPONSORED JEHADI ATTACK INDIA HAS NO OPTION NOW BUT TO TEACH PAKISTAN A LESSON
From Brigadier Arun Bajpai

After Mrs India Gandhi cut Pakistan into two nations and created Bangladesh in 1971with Indian Army winning the greatest battle after World War 2 capturing 90000 Pakistani Army officers and men as prisoners, Pakistan use to be so afraid of India that one sneeze of Mrs Gandhi send shivers up the spine of Pakistani Generals. However after her demise Indian politicians could not maintain that domination being politically lacking the courage. The domination of Pakistan gave way to appeasement and finally bowing to its wishes just to keep it happy. Before the arrival of PM Modi on the centre stage as PM, state of affairs was such that all governments who came to power in Delhi just wanted to have trouble free time with Pakistan despite India having second largest Army, Fourth Largest Air force and fifth largest Navy in the world. All sorts of excuses were given by our political masters for not teaching a lesson to Pakistan. Due to this defensive mode that we got into Pakistan has become bolder and bolder in their sponsored jehadi attacks. Pakistani Army sponsored jehadis attacked us with impunity killing our brave soldiers and civilians at will.
In recent times we heard from our political masters an oft repeated excuse for no action against Pakistan that Pakistan is a nuclear power so it cannot be taught a lesson militarily and our gullible citizens accepted this excuse.
Nobody asked the question to our political masters that we are also a nuclear power so how come Pakistan continues to attack us with their Army sponsored jehadis? Nobody questioned our political masters that 70% of the Pakistani Army including their generals comes from their province of Punjab. Their families their properties their assets are all in Punjab. If a Pakistani general is foolish enough to start a Nuc war then just a few Indian nuclear bombs will destroy Pakistan’s Punjab province which has no depth. All the families and assets of Pakistani Army their 20 billion dollar business in Pakistan will be destroyed for next 100 years. Will Pakistani Army pay this price? Besides to mount a nuclear ladder there are minimum 48 steps nobody unleashes a nuclear war on drop of a hat otherwise by now Western countries would have nuked ISIS long time back which has no nuclear assets.
The Sunday attack by Pakistani sponsored J-e-M attack on administrative base of the Army in URI has caused 19 brave soldiers martyred and 32 wounded. This is Pakistani army action as they were annoyed with the PM Modi raising Baluchistan and POK issues from the ramparts of Red Fort on his 15 Aug Address. Similarly the Pathankot airbase attack of 2 Jan 16 by the same J-e-M jehadis was again launched at the behest of Pakistani army to show their disapproval of PM Modi visiting Pakistan, unannounced on 25 Dec 15. Now no option is left with our political masters specially PM Modi but to retaliate on the ground if he wants to maintain his reputation as a no non senesce PM of India who can take bold decisions. Otherwise this will further embolden Pakistani Army to continue attacking us and we will be seen in the world as a weak nation. We must make Pakistani Army specially its general’s bleed. Militarily we can do following without and second thought
• Activate the entire 778 km long LOC with the POK. Start hitting Pakistani Army posts with concentrated artillery barrages on daily basis. Use snipers to pick up their officers.
• Use Smirch Rockets with 90 km ranges without warning at places of our choosing targeting Pakistani army sponsored jehadi camps.
• Deploy Brahmos missiles with 290 km range for future usage.
• Use Special Forces in POK to kill the likes of Hafiz Sayeed, Ajhar Masood, Syaad Slahuddin and likes.
• Use hot pursuit methods in vulnerable areas of this LOC.
• Mobilise our forces in turns along the International border to force Pakistani Army also to deploy this will help Baluchistan, and Sind Uprising as also those jehadis like IS and TPP to act against Pakistani Army.
• Be ready to dangle a sword that we will strike at Pakistani training camps by air, whether we do or not is a separate matter.
• Some will argue that if we do all this then Pakistan will also do the same and we will also by the casualties. Yes it will happen but are we not buying casualties while Pakistani Army remains untouched? Only their sponsored jehadis the cannon fodder get killed? This way we will be able to kill the trouble makers themselves.
There are so many other things we can do militarily which I am not writing here. This is one facet. We should also bar over flight of Pakistani aircraft on over skies. We should withdraw MNF status from Pakistan and stop all trade with them. We must reduce the role of Pak embassy in India and vice versa. We should help the cause of Baluchistan and make huge hue and cry of Pakistan ceding Shaksgam Valley to china from POK a disputed area as also China building CEPC passing through POK. Finally like Pakistan which right from the beginning is bent upon breaking India we should have a long term foreign policy to cannibalise Pakistan. Our netas must understand that Pakistan was never our friend and will never be our friend in future also. So we must cannibalise this country. A weak Pakistan is good for India

INDIAN NETA-BABU COMBO CONTINUE TO DEGRADE THE ARMED FORCES
From Brigadier Arun Bajpai

MR clean St Antony of Congress ruled as defence minister for seven long years. He was known to only listen to his Babus straddling the Ministry of Defence. When Gen VK Singh then Army chief went to him complaining about somebody offering Him a bribe of 14 corers for passing the faulty consignment of Tatra trucks, he just beat his head but did nothing .There after matter died its own death. Now scams of Embraier plane deal from Brazil, Augusta Westland deal from Italy and trainer aircraft deal from Switzerland are tumbling out from cupboards. Mr Clean continued with his clean image. It is difficult to believe that his Babus were doing all these scams of which he had no knowledge? Of course he wasted no time in banning the world arms producing firms when any scam was caught. Apparently it was a good set up. Let Babus do the stealing but if caught ban the firm. Is this not a surprise that till date no MOD Babu has been caught or charge sheeted? Are they so upright? This confirms the fact that Neta –Babu Nexus is so deeply entwined in all defence deals that Defence minster remains only a puppet and it the Babus who rule the roost.
Currently there is a big controversy brewing up. There are 46 Anomalies which have come down from Fifth Pay commission and not resolved that has degraded the armed forces Vis a sis other services. Services chiefs have time and again requested the MOD and the defence minister to sort out these anomalies because it is getting difficult for them to answer to their subordinates. However nothing has happened. This has definitely enhanced the disgruntlement in the three services. The fact that there are 11000 officers less in Army 1200 officers’ les in Air Force and about 950 less in Navy is case in point. This has put extra burden of work on serving officers. This is happening in a country where there is job scarcity and there are 80 corer youth searching for jobs. Instead of Indian netas getting alarmed over this deficiency they are not bothered and are busy in their petty politics of caste and religion. Seventh pay commission was appointed by the Congress Government. For the first time even the police people got representation in it but the Armed forces despite asking for it were told big NO. The question is why? What these Babus and that retired Supreme Court judge Mathur the chairman of this 7th PC knew about functioning of the armed forces or their living conditions? Why no representation to Armed Forces when out of 47 lakh Government servants they form the biggest chunk 14 lakhs ? Simple, while IAS, Police and all other services have their associations Armed Forces are barred from having it. So it becomes even more necessary that unlike other departments the Defence Minster must fight the case of these Faujis. Indian defence ministers are however not bothered.
Now in comes Mr Simple The new defence minster of BJP Mr Manohar Parrikar who is also a IIT graduate in late 2014.Armed forces expected a lot from him due to the fact that he was an IIT man .They thought that for once a highly qualified man is now defence minister who will be able to put Babus of the MOD in place and will provide justice to the armed forces. Mr. Parrikar initially made right noises. He made public statement that Indian higher defence set up is archaic and that within a few months he will ensue CDS type of system that was sanctioned in 2003 but not implemented thanks to the Babus of the MOD whose powers otherwise would be drastically curtailed.CDS is required to coordinate the functioning and arms purchase of the three services as also one window military advice to our political masters. However after his initial statements Mr Parrikar is maintaining a deathly silence on the CDS issue while his two years have passed.
The confrontation that is brewing up now between the Armed forces and the Modi Government is that 7th Pay commission has further degraded the standing of the armed forces as compared to other services. They have gone down even below police. India is the only country in the world where after implementation of 7th PC Armed forces will be below police forces. It is beyond Indian politicians understanding that for the armed forces Izzat and status are more important than money. All they want is restoration of parity and preference as compared to other services which they had till now. How can a Pay commission reduce their status and the Government accepts it? Needless to say all three chiefs went to Mr Parrikar saying that this will totally demoralise the armed forces so let these 7th pay commission be implemented to other services and that we will wait while you sort out the 82 anomalies (46 previous and 36 from7th pay commission ) and then implement it. A very appropriate proposal especially so for India because we all know that once anything gets implemented in the country it is next to impossible to amend it. But NO, our great Mr Simple Defence minster after hearing out the three services chiefs grievances ordered them to implement it. He said amendments can come later. Needless to say this has brought seething anger in the armed forces to surface. These Netas do not understand that they are playing with fire. Armed forces are not some Home Guards who can be told around like this. Moreover armed forces are not asking for raise in salary all they are asking is parity which they had till date, surely they cannot be denied that ?It is pathetic that India’s armed forces have to ask for parity with police and others within the country ,it has been never heard off. At this time when India is facing multiple threats and PM of India is talking of Baluchistan and POK, India will be having thoroughly demoralised and disgruntled armed forces.BJP will be scoring a big self goal .This is already becoming a political issue with Capt. Arminder Singh the Congress President of Punjab shooting an open letter to Mr Parrikar? Any way good luck to BJP.

WHAT JUSTICE THIS?
From Brigadier Arun Bajpai

The lordship of Patna High Court who granted bail to most notorious don of Bihar Mr Shahabuddin who has been in jail for last 11 years, on whom there are more than three dozen criminal cases which include murder and abduction, he has already been awarded life imprisonment on two murder cases by lower courts, to grant him bail on the pretext that the process of investigation is going very slow somehow does not meet the eye. The lordship must be right so far as legal angle is concerned but can the lordship totally disregard the fact that what effect this act will have on the law and order of the Bihar state or on those witnesses who have given statements against Mr Shahabuddin? Which witness in future will pick up courage to give evidence against such Dons? Actually such Dons prosper in India because of these types of actions by judiciary. Cases that should be decided in six months linger on for decades. If Patna High Court found that proper progress is not being done in investigation by the Police probably under the influence of the political masters of Bihar then they should have hauled up the DGP? Could have used contempt of court powers that they have against the concerned police officers. But granting the bail and freeing Mr Shahabudin to do what he feels like with the witnesses lined up against him is rather funny.
The great Mahagatbandhan ruling Bihar that is combination of RJD of Lalu Prasad, JDU of Nitish Kumar and Congress is now showing its true colours.mr Shahabuddin is an RJD netaji very close to Lalu Yadav. As soon as he came out of the jail he made a public statement that Lalu Yadav is his true leader and Mr nitish Kumar the current CM is only CM due to the circumstances meaning if Lalu Prasad was not convicted in Fodder scam case he would have been the CM. Of all the people Mr Lalu Yadav and his two minster sons in Bihar Government are defending this statement of Mr Shahabuddin. The message which has gone to the people of Bihar is that Mr Shahabuddin is out of the jail thanks to the soft approach taken by the Mhagatbandhan netas. It needs to be remembered that in his earlier stint as CM it was Nitish Kumar’s good governance of Bihar that People like Shahabuddin and others were put behind bar. Now thanks to Lalu Prasad and his RJD that has got more number of seats in Bihar, all that is been undone.
Under very heavy public pressure as also the fact that the eminent SC lawyer Mr Prashant Bhushan has on his own filed a PIL against this action of Patna High Court in SC, now Mr Nitish Kumar has decided to go to SC against the award of this bail by Patna HC to Mr Shahabuddin. SC will take up the issue soon but its decision should not just rest on yes or no to the bail. It must clarify to the people of India and need of restoring faith in Indian judiciary as to what had caused Patna HC to grant this bail and how in future such travesty of justice not takes place. Why the police are not being made accountable?

THIS IS ONLY POSSIBLE IN INDIA
From Brigadier Arun Bajpai

The statistics have revealed that in the last five years for the hard line separatist leader Ahmed Shah Geelani and the five Hurriat leaders who have been all along saying that they do not believe in Indian constitution and have never fought any election Government has spent more than 500 corers. This includes their security, their hotel bills on travel, their air fare and medical bills. The big question is why and how? How can some stupid leaders representing those people who want to cede from India are paid by the government in power this huge amount from tax payer’s money? Are we living in a democracy or some Maharaja Darbar that can splurge money at will? Need of the hour is a proper investigation as to which government authorised this expenditure? One can still understand security but medical, travel and hotel bills? In what capacity? The netas who authorised this expenditure must be made to pay from their pocket this expenditure .People of India must oppose this .What is so special about Kashmir Valley? No such money has been paid to any neta from Jammu and Ladakh region. Besides these people are not even elected so on what grounds this exorbitant expenditure can be justified?

MODI GOVERNMENT SHORT CHANGING ARMED FORCES COUNTRY WILL PAY HEAVY COST
From Brigadier Arun Bajpai
It is not money but the status vis- a –vis other central government services that is most important to the armed forces. At the time of Independence Armed forces were above all services with the then commander -in-Chief General Kariappa standing second in the hierarchy. Nehru-Krishna Menon duo interfered with this hierarchy ,abolished the post of Commander –in –Chief and armed forces came down 33rd in the precedence, with nobody to hear their grievances .Result was 1962 debacle in Indo-China war. Once again the angst in the Armed Forces which basically commenced from fifth pay commission is now a roaring anger thanks to the Seventh pay commission misplaced action of granting higher status to IPS officers and even Para military forces as against Armed forces. It is a dangerous situation and if not corrected country will pay heavy price.
There is absolutely no doubt that IAS and IPS people because of their proximity to political power politicians and each having their own associations have over successive pay commissions given themselves sweeter and sweeter deals and left the military out in the cold. This point further gets reinforced because while the IAS and IPS have their representatives in the Pay commissions Military has never been represented when with more than 13 lakh defence personnel they constitute the biggest chunk. With associations banned, Indian politicians having no knowledge of matters military and the IAS & IPS Babus out to exploit them, Armed forces have nowhere to go. The three services chiefs have very limited say and even they are picked up based on how pliant they are to the ruling dispension. In developed country democracies they have an autonomous body of retired veterans and prominent civil persons in the country to look after the interests of the armed forces but not so in India. In India they work under Ram Barossa. The status comes in because in India it is decided by the pay and perks drawn when one compares civilian babu and military.
There are 46 anomalies which are coming down from the Fifth Pay Commission .Any number of official clarifications have been asked by the Armed Forces, veterans have gone to courts for the same but our Neta-Babu Combination has not given a satisfactory answer till date. Why? Is it not their responsibility to convince the Armed forces that these anomalies are justified or not justified? If NO has to be said by the Government then that also should be said in clear terms. What is even more surprising is that all cases of military which have gone to courts military has won. In other words is this the order of the day in India that for every right of theirs the Veterans must rush to courts and involve themselves in long drawn litigations? God help this country if its politicians fail to understand that morale of the armed forces is going to their boots that also at the time when threat perception to India is highest, Both China and Pakistan have joined hands, Kashmir is on turmoil and Pakistan is hell bent on proxy war. At this time when morale of the armed forces should be highest it is at its lowest. Veterans are forced to agitate with rallies at Jantar-Mantar but nobody in the power is paying any heed. Hope Modi Government understands that it is not weapons but man behind the weapons who fights the war and if he is demoralised and disgruntled then Prime Minster Modi should not talk of POK and Baluchistan from the ramparts of Red Fort. Our netas must understand that our enemies know more about us then we ourselves.
Seventh pay commission led by a retired Supreme court judge Mr Mathur who reportedly harboured a grudge against armed forces because Armed Forces refused to provide him with a bungalow in cantonment post retirement, have added 36 more anomalies in addition to the 46 coming down from Fifth Pay commission making total anomalies as 82, a staggering number. This is happening when today a soldier is well educated, minimum education qualification of entry is 10th class pass and knows his rights. He looks up to his superior officers for solution but there is nobody in political class to hear this superior officer as a result even the discipline in armed forces is becoming a casualty. Take the latest anomaly of seventh pay commission. A DIG of the Para Military force whose basic job is to be posted on international border as these forces are raised to guard the international border, while Army guards all disputed borders of China and Pakistan, gets Rs 73000 as allowance even if he is posted in Meghalaya capital Shillong, but an Army Brigadier gets nothing whether posted in Ladakh or anywhere else.. Why? Either allow this facility to both or none. Similarly the Non Functional Upgrade (NFU) and three increments have been given to police and IAS cadre but Armed forces nothing why? All this has enhanced the status of even police by the seventh pay commission over Army so what will happen when there is joint command where till now the Army was supreme? Will a police officer with no knowledge of matters military command Army? This is ridiculous.
Feeling is creeping in Armed Forces that an ungrateful nation and its politicians are least bothered about them while they are taking the real bullets in protecting the country. Our ruling politicians must understand that India is proud that its armed forces are apolitical and are subordinate to the political masters. However armed forces are not subordinate to bureaucracy and subordinate does not mean disadvantaged or subservient. Why the ruling Indian political class making this institution of armed forces get a feeling that they are being discriminated against and short changed? One feels that all this is happening because our politicians have no military background or knowledge and the Babus advising the politicians are exploiting this weakness of politicians by short changing the armed forces. It is time Modi Government wakes up and takes immediate corrective action .It must come out with immediate answers to these 82 anomalies and Prime Minster Modi himself should take on this task. Say YES or NO in clear terms, armed forces will not mind it. Failing this India is heading towards dire straits.

CHINA HAS DUPED PAKISTAN ON CHINA PAK ECONOMIC CORRIDOR
From Brigadier Arun Bajpai
Pakistan is now slowly realising that its friendship with China which Pakistan claims is higher than mountains and deeper than oceans, the same China has quietly duped Pakistan in the name of providing security and economic prosperity by their project CPEC. The 46 Billion dollar investment by China in China Pak Economic Corridor (CPEC) which will connect Khasgar town of mineral rich restive Xinxiang province of China with Gwador port of Pakistan located on Arabian sea, via rail and road routes passing through POK and Baluchistan province of Pakistan, a total distance of 3000 kms, is not such a big panacea which Pakistan has been tom toming about. This entire project basically benefits China with Pakistan getting some crumbs thrown at it with exorbitant costs.
Out of the 46 Billion dollar that china is investing in Pakistan on CPEC only 11 billion dollars are coming from the Chinese governmental funds .These 11 billion dollars will be invested in construction of roads and rail links. In this also China will be repaid 80 % cost by Pakistan and Chinese contribution is only 20%. In this construction work, bulk of construction force will be of Chinese people including Chinese labour. In other words despite paying back 80% of the cost of construction the jobs will go to Chinese and not the Pakistanis during construction. The role of Pakistan will be to provide security to this entire project for which Pakistani army will provide the wherewithal’s whose cost again Pakistan will bear. So it is win win situation for China and not Pakistan.
The worst is the balance of 35 billion dollars which are being invested by China for construction of power houses in Pakistan, along this corridor. This entire money is coming from Chinese private sector. In all the electricity produced in Pakistan by this project Pakistani consumer will have to pay 27% extra cost which will go to the Chinese private sector for the money they have invested in Pakistan. This investment is a total business proposition and Chinese government does not come into it .they have only facilitated this deal. What is even more funny is that all these power plants will be coal based. This coal will not be the local one which is available cheap but will come from China with less ash and environment pollution. In other words the power produced by these plants the cost of production will hit the sky and to make it viable to be affordable to aam adami of Pakistan the government of Pakistan will have to subsidise it in a big way. With Pakistan economy in dol drums how Pakistan will do it? only they can answer. Here again it is win win situation for China but not Pakistan.
What is even more intriguing is that China says that CPEC is not meant for any other country and that this opening of land route from Gwador Port of Pakistan is to facilitate move of oil and other resources from Gulf region to China which would be shorter so cheaper. A recent analysis has shown that movement of oil from gulf by oil by Tankers via sea route to China works out 11 times cheaper than the same moved from land route via Pakistan once CPEC is ready. So why China is so keen on this CPEC and land route? Simple China is opening this route at the cost of Pakistan so that should the America & India coalition block the Malacca Straight entry into South China sea in the time of tension , which they can any day do it ,then China will have an alternative route for oil imports via CPEC though more costly. Once again it is a win win situation for China then for Pakistan.
What it boils down to is, that this CPEC is no panacea for Pakistan and it will not usher Pakistan into acche din. Rather once this project is completed then Pakistan will have no space to manure. It will be a colony of China and will be doing bidding of China for all times to come. Looks like Pakistan read Pakistani army due to its anti India stance is leading Pakistan to China camp from where it will not be possible for Pakistan to wiggle out. It is important that the right thinking Pakistanis save the situation till it becomes too late.

WHY MAKE IN INDIA IN DEFENCE VERY IMPORTANT FOR THE COUNTRY?
From Brigadier Arun Bajpai

Recently Mr Rahul Gandhi the vice president of Cong mocked at Modi Governments effort on make in India in defence by saying that from the tiger the logo of the campaign, noise of the mouse is coming. One can only marvel at the lack of strategic knowledge of Indian netas and their advisor babus that they come out with such comments instead of putting their heads together to think what is the best for the country.
These netas fail to understand that the only way to avoid all the wrangling and mortgaging of national security to foreign powers is to invest heavily in local research and development. The recent case of Data leak of Scorpene submarines being built in India by the French firm and expertise is case in point. But this is easier said than done. Complex weapon systems require cutting-edge industrial know-how and top-notch human talent – two things India badly lacks and has been struggling to cultivate. Even if local development efforts do bear fruit armed forces sometimes reject such products because of the availability of a superior product. Vendors are always eager to kill competition before it even takes off.
The Arjun tank project is one such example where the army refused to see merit in buying and continuously improving a locally-built tank and has opted for Russian tanks instead. The Indian Air Force (IAF) can also be accused of not recognising the potential and importance of nurturing a military-industrial complex. The Tejas aircraft project, for example, could have progressed much more had the IAF been actively involved from the beginning.
Thankfully, there is a success story the armed forces can learn from. An internal assessment by Defence Ministry has shown that it would cost less than Rs 35,000 crore to build six nuclear submarines for the navy. These submarines would be based on the design of INS Arihant, India’s first nuclear submarine. They would have much higher endurance and range than conventional submarines that the navy is looking to license-produce from foreign vendors.
This ET report contrasts the cost of six nuclear submarines (Rs 35,000 crores) to the hefty bill of Rs 60,000 crores for Project 75I, code-name for the navy project to import/license-produce six conventional submarines. That is a saving of Rs 25,000 crores – a neat payback for the investment that must have gone into building INS Arihant. Besides, India won’t be held hostage to the whims of foreign vendors. Neither would there be threats of future spares supply or sanctions. Seems like the INS Arihant is already a winner.Even if there were to be a degree of exaggeration in the internal assessment that has come up with these astonishing numbers, what is undeniable is that the indigenous submarine project would have tremendously increased the technical know-how and confidence of those involved. The spin-offs and security benefits would definitely be worth more than a measly Rs 25,000 crores. And that is reason enough to celebrate.

SOME PERTINENT QUESTIONS TO PATTHARBAJ OF KASHMIR VALLEY?
From Brigadier Arun Bajpai
• Have militants anywhere in the world won Azadi in any country in the 21st Century? Endless fighting is going on in Afghanistan, Iraq, Syria, Libya, Somalia, South Sudan, Central Africa, Nigeria and Ukraine. Truth is the ordinary people of these countries are suffering. Peaceful, prosperous countries have been destroyed by internal armed conflict. Do the Pattharbaj and ordinary people of Kashmir can ever get so called Azadi meaning joining PAKISTAN IN THOUNSD yrs even? Can they, the 50 lakh people of Valley stand against 125 corer Indians? Do they want their beautiful Valley destroyed? Do they want the "Heaven on Earth" to become hell on earth? Remember Pakistani Army used F-16 fighter jets, heavy artillery and tanks in curbing the uprising in Swat Valley adjoining Kashmir Valley in POK. Muslims killing Muslims indiscriminately. Indian Army in last 25 years have only used rifles in Kashmir Valley, more than 5000 Army people have sacrificed their lives in Kashmir.
• India liberated Bangladesh in two weeks and captured over 93,000 Pakistani service personnel. Pakistan could not liberate Kargil, Poonch, Akhnoor or any other border towns in three attempts. How will a few hundred Pakistani militants defeat the Indian Armed Forces which Pakistani Army failed to defeat? And even if they succeed, what will change for the Kashmiris?
• Let us say hypothetically only Kashmir Valley does get Azadi because Jammu region and Ladakh do not want Azadi. Syaad Ali Shah Geelani an 80 year old coot who is a paid Pakistani stooge may become CM instead of an Abdullah. The Indian Army will be replaced by the Pakistani Army. The Pakistani militants will have to be paid off with money and women. The same corrupt politicians and government servants will continue to rule. The same land lords, orchard owners and businessmen will continue to exploit the ordinary people. The lot of the youth and ordinary people will be even worse.
• World is not perfect but violence is never the answer. The politicians who are responsible for the mess in Kashmir are all Kashmiri. They are responsible for the development or lack of development in the State. The Government of India only gives money. Kashmiri politicians, bureaucrats and government servants use it or misappropriate it. How is the Government of India responsible for the problems in the State?
• The youth of Kashmir must give up violence and form own party. Come to power by winning elections and root out corruption, separatists and other problems of the State. That is the only way.
• Pattharbaj and non Pattharbaj of Kashmir Valley should know that their main bread earner is tourism. With this Pattharbaji they have scored a self goal. Today 4000 Shikaras and 1100 house boats are lying idle on Dal Lake. Tourists are not coming. In next season also they are unlikely to come. How long rest of India will keep on doling out money to Pattharbaj?
• Till date India has been soft on Valley people and Pattharbaj. What happens if Martial Law is declared in the Valley and situation is handed over to Army as provided in Indian constitution? Does anybody has any doubt that Indian Army of 125 corer people will not be able to set right pattharbaji or any other disturbance in the Valley?
• Finally what happens if India abrogates Article 370 as applicable to J&K State and bifurcates the state into Muslim valley, Hindu Jammu and Budh Ladakh? Once the flood gates get open J&K will become like any other state in India.
So the Need of the hour for the youth of Kashmir Valley is to see the writing on the wall and instead of all this agitation and waste of energy conserve this energy and focus it on the prosperity of the state. Choice is of the youth to take it or leave it But Azadi is pipe dream which will never materialise.

SIGNING OF LOGISTICS EXCHANGE MEMORANDOM OF AGREEMENT (LEMOA) WITH U.S. A FAR SIGHTED MOVE
From Brigadier Arun Bajpai
After 12 years in making finally India signed the LEOMA Defence pact with US on Monday the 29 Aug 16 in Washington, in presence of Indian Defence minister Manohar Parrikar and American Secretary of Defence Aston Carter. Let there be no doubt that this heralds a new closeness between India and America the two largest world democracies. It also heralds the tentative ushering of India out of the now defunct Non Align Movement of which India still calls itself and ardent follower. This movement may have been a necessity way back when India was a poor developing country but not now when India has moved up in the ladder in a big way and has become world’s third largest economy which is growing at the fastest pace. The usual military logistics arrangement signed by the US with 60 other countries is just called Logistics Support Agreement (LSA).The modified LSA is LEOMA .That the concerns of being seen as too close a US military ally are still at the top of the Modi Government is reflected in the statements on the signing ceremony of the LEOMA. These statements assert that that the agreement does not create any obligation on either party to carry out any joint activity. It does not provide for any basing or basing arrangements. One can criticize the long time India took to sign on the dotted line but the final text which takes care of all of India’s concerns and is a testimony to a vibrant polity and its ability to safe guard the countries strategic interests.
There is just no doubt that this is a very bold move by India and it ensures that India now will not only be able to safe guard the Indian ocean which is the next port of call of Chinas proactive military policy but will also exercise influence in South China sea which China is hell bent in converting into its back yard lake by developing seven artificial island on it with military ramifications and claiming all other islands where ASCEAON Countries also have claims. Currently India is jointly exploring oil in South China Sea along with Vietnam. China has already warned India against it. This agreement allows India to use 488 American bases and presence all over the world thereby tremendously increasing its reach. Biggest advantage will go to Indian Navy. Today with only one Aircraft career operational our reach is very limited. However now with this pact we can effectively guard our interest in Indian ocean till we become a three aircraft career force in next decade as planned .As for South China sea though it is very far away but this pact gives us an opportunity to use the huge American Okinawa base in South China sea through which 85% of Chinese trade passes. We also can participate at regular basis in various naval exercises in South China and East China Sea along with US, Japan and Australian Navy .This becomes a very formidable naval force should china decide to act funny on our eastern borders.
Let there be no doubt in any quarters that China is not a fool to invest 46 billion dollars in China-Pakistan Economic Corridor (CPEC). This corridor enters Pakistan via POK and then continues for 3000 kms through its restive Baluchistan province to end at the Gwador port developed by China in Pakistan’s Baluchistan province. This port is located on the Arabian Sea and provides a land route to China to continue its trade unaffected should America and other countries block the South China Sea route. In addition it encircles India with an aim by china to confine India to South Asia only. That is why it is most important for India to maintain its dominance on Indian Ocean where India has 7000 km long coast line. This LEOMA makes it possible. No wonder China and Pakistan are so upset by our signing this agreement with America.

ONCE AGAIN SEARCH FOR MISSING KASHMIRIAT JAMBHORIAT AND INSANIAT IN KASHMIR VALLEY
From Brigadier Arun Bajpai
On 4 Sep 16 all party delegation led by Home minister Rajnath Singh goes to Kashmir Valley in futile search for Kashmiriat ,Insaniat and Jambhoriat that have been irretrievably lost long time back. This initiative is being taken after more than 54 days of unrest in the Valley which commenced on 08 July after the killing of jehadi Burhan vani and had led to death of 62 people including security persons and injuring almost 5000 pattharbaj civilians, 2000 Kashmir police persons and 1100 CRPF persons. Needless to say this once again is a patch work effort by Indian netas both from J&K state and centre to buy time till the eruption of next round of unrest that keeps on happening in Kashmir Valley at regular intervals. Truth is that no politician either from the centre or the state wants to address the real problem of the Valley that has nothing to do with Kashmiriat.
Burhan vani was a confirmed jehadi of Hijbul Mujahedeen carrying a 10 lakh reward on his head. His killing should have been a routine affair, why did it result in this unrest is the question which these politicians must ask themselves? Problem lies with Separatist hard-line leader Sayaad Ahmad Shah Geelani a paid Pakistani stooge and the Hurriat Conference both of them separatist organisations getting sustenance from Pakistan and its intelligence agency ISI. Both of them have been allowed to prosper in Kashmir Valley and pollute the minds of the youth with hard-line radical Islam imported from Pakistan while Indian national party politicians in Delhi dealt with the regional Kashmiri politicians like Omar Abdullah and Mehbooba Mufti and their likes. These Kashmiri netas have been feeding Central netas with this canard of Kashmiriat, Jambhoriat and Insaniat which had long gone missing in Kashmir due to the free run granted to the likes of Geelani and Hurriat. Since Indian independence 70 years, back whichever government came to power in centre, gave much more money to the state of J&K then any other state of India. Unfortunately this money which should have been spent in the development of the state under direct supervision of the centre was doled out to the state government neck deep in corruption. All this has resulted in hap hazard and lackdysical development of the state fully exploited by likes of Geelani, Hurriat and Pakistan.
Instead of Kahsmiriat the going currency in K Valley is Islamiyat. In the valley they are prasing Pakistan based terror organisations Lashkar-e-Toiba, Jaish Mohammad and Hijbul Mujahedeen as also ISIS. The youth of the valley fly the flags of these organisations and shout slogans demanding rule of Nizam-e-Mustafa. Every Mosque in the Valley blare songs instigating people to do jehad and demand Azadi. So which Kashmiriat, Jambhoriat and Insaniat we are talking about? A very senior and balanced PDP leader Mirza Afzal Beg has openly accepted the fact that the current agitation is religion based with ISIS overtones. The regional Kashmiri leaders like Omar Abdulla are further stirring the pot by giving statements that India wants Kashmir but not kashmiris.PDP leader Mr beg had recently appealed to hardliner Geelani that he should accept Mehbooba mufti as his daughter and give her a chance to function. Is this Geelani all that important? Why he is allowed to do all that he wants to do in the Valley by creating trouble? All the politicians both from centre and the state are worried about the use of pellet gun by the police to control the crowd but why none of these politicians are saying that if the local youth do not indulge in pattharbaji then where is the need for use of pellet guns and the search of alternatives?
This all party delegation which goes to the Kashmir valley on 4 Sep may buy peace for some time by giving sops here and there but is unlikely to solve the problem. The problem will again erupt after some time and will keep or flashing up at different intervals. Yes it is true that Pakistan has a major role to play in instigation of this Azadi problem of the valley but let us be clear in our minds that the spark lies in Kashmir Valley only. The need of the hour is that the central Government of PM Modi must take bold political decisions. This bull must be caught by the horn and dealt with accordingly. After 30 years India now has a one party Government in centre which has no compulsion to follow coalition Dharma. It needs to be understood that after the genocide of Kashmiri Pundits which forced 5 lakh Kashmiri pundits leave their homes in valley by the local population in the Valley, now Muslims number 99% there. Out of these 90 lakh Muslim population only 50 lakh Muslim population of the Sunni sect are creating this ruckus. The four Valley districts adjoining the Pakistan boundary of Bakkharwals are quiet. Similarly the Shia Muslim dominated area of Kargil- Drass is also quiet. The problem in centered in and around Srinagar and south Kashmir. Following suggested actions if taken now will alleviate this problem in a big way.
• The basic reason of this separatism is that Article 370 which gives the state of J&K a special status not allowing anybody from rest of India either to take up job in J&K or to settle down there. So why should any other state of India open their job market to the Kashmiris if it is not being reciprocated? As it is jobs are getting scarcer and scarcer in the country? In any case why should Hindu Jammu and Budh Ladakh suffer because of the shenanigans of separatist is Kashmir Valley. Remove Article 370 from Jammu and Ladakh; let it continue in Kashmir Valley if they want.
• Remove Geelani and Hurriat leaders from the Valley, charge them with anti national act and put them permanently behind bars outside the valley. Already the Valley is in turmoil so what more trouble can be caused by this action?
• Despite all efforts by Pakistan to draw world attention to the current turmoil in Kashmir no country has stood for Pakistan. Whole world now knows that country which is the trigger in the Valley is Pakistan, so why should India worry now about world opinion if they take strong action against the perpetuator of all this trouble in Kashmir Valley?
• It is important that this all party delegation by their action and talks makes it abundantly clear to leaders of patthrbaj in the valley that Azadi is just not possible come what may. They must emphasise that Kashmir is part of India and will always remain so. All this talk of autonomy and more autonomy must be buried once for all.
• If Pakistan can cede from POK 5000 sq kms of Shaksgam Valley to China, allows China to build their China-Pakistan Economic corridor from POK then what stops India from dividing J&K state to three autonomous regions namely Jammu, Ladakh and Kashmir Valley with their own people to govern them?

INDIA A RAPE COUNTRY?
From Brigadier Arun Bajpai
So many developed countries have issued letters of advisory to their lady tourists visiting India of the propensity of Rape incidents prevalent in India. The Tourism industry in India that can provide millions of jobs to the job starved Indian youth will confirm that this Rape issue has affected this industry negatively. So many senior netas in this country have wily nelly and maybe without intending have empathised with the Rapists by their remarks like ‘Boys after all will be Boys’, ‘When I was young I also chased girls’ or if girls do not want to be raped they must put on this and not put on that. This has made the rapist even bolder. These and so many other pearls of wisdom from our Netas ,apart from vitiating, already a bad environment have brought about the patriarchal and feudal mentality of our so called leaders, prevailing even 70 years after independence. Time has come for people of India specially the educated youth now to take this problem facing the country seriously and forcing their leaders and maybe parents to bring about a change in the country.
The National Crime Records Bureau statistics say that number of reported rapes in the country went up from the figure of 22172 in 2010 to 36735 in 2014, a rise of 58%. The recent CAG report about UP, the most populous state in India says that here the Rapes has gone up by 61% in last four years to India’s total of 58% rise. This is happening when only .16 % cases are reported. This brings out how bad is the rape situation in the country. If all the Rape cases get reported the figures will be mind boggling. If the recent Olympic medal tally is taken into account, with due respect to our males, looks like they only excel in this field of violence against women. They have miserably failed in getting medals in any disciple. Here again our brave girls have saved the honour of the country by getting at least two medals.
The usual excuses given by people in authority that yes India is not the only country which has this problem, That the increase in numbers of rape cases are due to increase in reporting, That Women movement is now strong in India and the activists have ensured that this issue remains in lime light. All these reasons trotted out and many more may be true but they do not take away the seriousness of the issue involved and the trauma suffered by the victims. It becomes even more serious when we say that we are a 5000 year old civilisation in the world from whom world has learned so many things.
Truth is that rape story in India does not seem to go away. Ever since the street protest of December 2012 of Nirbhaya Rape case of Delhi, it has remained in public eye. It is this which has made us look into the issue and realise how wide spread sexual violence is in India. It is happening everywhere in the country. Mother and Daughter pulled out of their car on a national highway and raped in the nearby field, Children spirited from their homes and raped, neighbours barging into homes and raping unsuspecting girls alone at that time, girls molested and raped in trains/ platforms, Aspiring law student tortured raped and killed in her home in Kerala, group of women raped in communal violence in UP and Jat reservation stir in Haryana, the list is endless with all India ramifications. This is happening despite the fact that after Nirbhaya Rape case the anti Rape laws have been made stringent. still the number of rape cases are on the rise why ?
A recent three year long research project conducted by publishing house ZUBBAN in conjunction with International Research Centre have come out with facts that whether it is law, medical practice, social sanction, the way people of India bring up their male children, or the desire to preserve the community honour, the rapist and perpetuators of sexual violence in India always get away. Besides the laws in India on rape are heavily dependent on evidence which comprises of forensic samples and the signs of injury on the victims body. We do not have sufficient laboratories to test these samples, medical people are not trained to take into account the sensitivity of the victims, the local police instead of being sensitive to the victim and helping her are not only rude to her but helps the perpetrator of the crime on the exchange of money. So many cases have come to light where the FIRs by the victims are not registered at the police stations and only after the intervention of senior police officers or the court they are registered. The investigating police officers purposely spoil the investigation to save the accused on consideration of money. Despite all these malpractices no action is taken by the Government against these erring police officers. Even when all goes well and the case reaches court they grant bail to these accused. Once on bail these people then intimidate the witnesses. Some accused have gone and once again raped the concerned lady. So where do we go from these shocking state of affairs? Some suggestions are as follows
• Government in power must launch a pan India countrywide programme educating people specially youth against rape. People must be made to understand that they must help a girl in distress at all costs.
• The heads of all religions in India must come together to educate people on this issue
• Society must look down on parents as also families whose wards get involved in this heinous act. The parents must ensure that they bring up their siblings whether girl or boy with same love, care and opportunities. This concept prevalent in India among parents that daughter is Paraya Dhan must be discarded.
• Every school in India from primary upwards must have play grounds. Parents and schools must inculcate habit in children of playing games and sports. Apart from India getting medals in Olympic and Indians becoming more healthy this will ensure balanced development in boys and girls
• Rape, molestation and eve teasing must all be made serious offences with sufficient punishments.
• Offence of Rape should be made non bail able of course with proper checks and balances.
• Any police officer refusing to records an FIR on Rape must be immediately dismissed from service no such non sense of Line Hazir or suspension which are all frauds to fool unsuspecting public.
• In all rape cases it must be made obligatory for the judge to comment on how the police carried out the investigation. In case it is found that the investigating officer has purposely spoiled the case severe punishment must be awarded to him.
• All Rape cases should be tried in less than six months time limit on fast track courts if necessary. No adjournments and stays are permitted.
• Only for rape cases the onus of proving that he is not rapists must be with the accused. From the day one of arrest the accused should be considered a rapist till he is able to prove otherwise. No hiding of faces please.
• Of course any party who falsely implicates a person as rapist must also be awarded suitable punishment.
• Anybody who commits rape juvenile or adult must be considered as rapist and tried as adult.
This list of suggestions is not all; so many more things can be done. The entire issue must be debated at all levels to find a suitable answer to the problem. No more putting the issue in cold storage. The main thing is that we must adopt a policy of carrot and stick against this crime of rape. While we educate and cajole people to respect the right of ladies however if that fails then the accused must feel reassured that he will get severe punishment. The culprits should never get a feeling that nothing will happen to him.

UP POLICE NOW RANK AND FILE SPEAKS
From Brigadier Arun Bajpai
The honest and right meaning new DGP of UP Police Mr Javed Ahmad had written two letters to the his subordinates earlier, basically Darogas and constables who come in direct contact of people , to improve their performance as also the state of law and order in UP, which today in mostly in disorder with rape galore. The recent CAG report says that in UP the crime against women have increased by 61%. 59% of the girls raped in UP have been minors. Bulandshahar Rape of mother and daughter and Mohanlalgunj rape has shown UP police in very bad light. The way UP police was investigating the Buladshahar gang rape case, which shook the whole of India, in disgust UP High Court had recently transferred the case to CBI taking Suo Motto notice of the issue. CBI also has blamed UP Police for slip shod work. Now the rank and file of police force in UP is updating the DGP of what is wrong in the functioning of UP police. A constable in Agra has sent in 30 suggestions to CM Akhlesh Yadav of UP for improvement of image of UP Police. It is good thing that CM has taken this letter in the right spirit and has promised to act on it. In nutshell the main points raised by the Rank and File of UP police are as follows
• There is no transparency in transfer, posting , including leave and rest
• Ruling Netas interfere in all issue concerning Police persons whether it is transfer, posting or promotion or investigation of a case.
• Criminals who should be in Jail get elected as Netas and police people not only have to protect them but also salute them
• The rank and file are also questioning the education qualifications of the netas.
• They say if netas stop interfering in police work the police will produce great results.
There are so many other points also raised by the policemen. Truth is that all these points are not new. So many police commissions have raised these issues. Supreme Court in 2007 had listed out specific police reforms to be implemented by various states but not a single state has implemented them in Toto. Each state has diluted them suiting their convenience. If netas are confronted with these points they immediately deny it. Each state in India uses its police as its personal Army to cater for its netas interests; nobody is bothered for the aam adami.
In UP also there has been lot of talk of making police people friendly, Police Commissioner system was debated threadbare but at the end of it all boiled down to Sab Chalta Hai concept. Biggest problem in India is that the Police Act was made by British in 1868 where this police was given immense powers to trample the people the aam adami who opposed British rule. Our Indian netas quietly adopted this British police Act line hook and sinker with scant thought to the fact that Now British are not ruling India. Time has come now for the Indian police Act to be redrafted suiting Indian conditions. The grievances raised by the UP Police personnel must be taken in the spirit of positive feed back and CM of the state must interact with all and sundry to arrive at an out of box solution. The CM of the state must deal with the law and order subject himself and ban any political interference in police work without his knowledge. Indian constitution must be amended and the Law and order subject must be brought in concurrent list of Centre and state. After this centre must raise a CBI type of Force which should work directly under the parliament so that nobody in state will be able to blame the government in Centre for being partial to any state depending on political leanings.

KASHMIR UNREST-WHEN WILL INDIAN NETAS LEARN THAT NATIONAL INTERST IS FIRST AND FOREMOST?
From Brigadier Arun Bajpai

After the recent meeting of Opposition members of J&K, led by Mr. Omar Abdulla with the PM Modi on the ongoing unrest in the Kashmir Valley which has crossed 55 days mark, PM Modi has rightly made a public statement that he is very pained by what is happening in the Valley and will like a permanent solution to this problem by dialogue but under the Indian Constitution. In other words He will not talk to Pakistan or the paid stooges of Pakistan the Separatists led by Sayaad Ali shah Geelali and the Hurriat Conference since they do not have any official standing. Except them his Government is open to dialogue with anybody. This is very right and correct approach by our PM which should be fully and totally supported by the opposition leaders of Kashmir as also of other Indian states. However most of them are silent .the vote bank politics is sitting heavy on them. They are not prepared to even endorse what is most rightful thing to do in national interest. While all netas across the political spectrum are very worried about the use of pallet guns but nobody’ is saying anything about the Pattahrbaj, the main reason why these pallet guns have to be used. Till date 2000 members of Kashmir police and 1100 of CRPF have been injured, some fatally by these pattharbaj. How much more restrain these netas want? Do they want that these policemen should continue to get wounded and killed? To sort out this problem once for all, following measures are needed
• As PM has said open a dialogue with anybody and everybody who wants to talk except Pakistan and Hurriat.
• Arrest Geelani and Hurriat leaders, frame Anti national Act and sedation charges against them and put them in prison permanently outside Kashmir. If Sheikh Abdulla had to spend fair amount of time in jail during India Gandhi’s time what is so special with these people? As for people taking to streets on their arrest, things can not be any worse now, since pattahrbaj are already on streets.
• Centralise living accommodation of J&K Police especially of their families and put them under protection like what was done in Punjab during Khalistan agitation. The Kashmir Government must go all out to enhance their morale; it should not be allowed to break down.
• Have special trial courts for pattharbaj and book them as terrorist’s children or no children.
• Give free hand to Central police forces; do not tie their hands by all this talk of restraint.
• If things still do not improve then invoke Constitution. Declare Martial Law as provided in the constitution in the Valley and let Army bring the situation to normalcy which they will do in 72 hours.
• It must be understood that this entire agitation is religious oriented and of Sunni origin. Total of 90 lakh people reside in Kashmir Valley out of which only 50 lakh people of Sunni origin from South and Central Kashmir are agitating .They are wanting Azadi by which they mean joining Sunni Pakistan. The balance of 40 lakh people which reside in four Bakkahrawal districts of the Valley adjoining Pakistan border and the Shias living in Kargil-Drass region are peaceful. We must also understand that This unrest is only confined to Kashmir Valley which is just 15% of the J&K state balance of 85% of the J&K state is peaceful.
• Need of the hour is that having shown tremendous restrain for last 55 days which these pattharbaj and people who are instigating them have taken as our weakness, now a tough message must go to the trouble makers that India will leave no stone unturned including letting lose brute power on them but they will never get Azadi. 50 lakh people in a country of 125 corers are pittance.

INDIA MUST TAKE ITS NEW PAKISTAN POLICY TO ITS LOGICAL CONCLUSION
From Brigadier Arun Bajpai
On his 70th Independence Day speech from the ramparts of Red Fort, PM Modi for the first time in the Indo-Pak Relations 69 year’s old history, mentioned Pakistani human rights violations in POK and Baluchistan. This heralds a big change in the India’s foreign policy towards Pakistan which till date was extremely soft despite all provocations from Pakistan. looks like Indian political masters are now realising that our softness towards Pakistan in the hope that one day Pakistan will understand its folly, which has led to Pakistan being totally isolated in the world and economically a bankrupt as also a failed state, has not paid off. On the contrary all these good faith actions by us are taken as our weakness by the Pakistanis specially its Army. Time has now come for us to pay back in kind. By remaining a good boy we may have earned world praise but it has costed us a lot. Why maintain second largest Army, Fourth largest Air Force and Fifth largest Navy in the world if we are afraid to use them. It is not advocated here that we should start a war, with both India and Pakistan nuclear powers that is ruled out, but short of war there are thousand ways we can sort out Pakistan. Certain points in this context are as follows.
• October 1947 Pakistani Army led Tribal attack in Kashmir, 1965 and 1971 Indo-Pak Wars, 1999 Kargil operations and 2001 attack on Indian parliament leading to Operation Prakraman were all wars imposed on India by Pakistan. We won all of them but at the end of it did not derive advantages rightfully due to us, due to our soft approach.
• Right from its creation Pakistan has selected and maintained its aim of enmity with India and all out efforts to break India. Unfortunately we till date had no firm coherent policy towards Pakistan except for being soft on it.
• The proxy war, which is full scale war by other means imposed on us by Pakistan since 1988 which initially was restricted to the boundaries of Jammu and Kashmir and now spans entire India has killed 72000 civilians and 5000 security persons of ours, however we have been dealing with it being only in defensive mode. No wars in the world have ever been won only being on defensive mode with offensive content missing. May be our political masters are now realising this fact. But then it has taken them 70 years and so much of damage to realise this basic fact
• Pakistan Accused us of interfering In Baluchistan on 8 Jun 2015 officially and raised this issue in
UN in October that year. If we are being blamed by Pakistan in international forum for something which we are not doing then why not do it?
• If Pakistan says its cross border jehadis are freedom fighters then what stops us from calling genuine insurgents in Baluchistan as freedom fighters like Pakistan.
• Pakistan says it gives and will continue giving moral and motivational support to Kashmiris demanding Azadi then what stops us from doing the same to people of POK and Baluchistan?
• Mohajirs of MQM in Karachi whose leader is Mr. Altaf Hussian in Exile in Britain are our own Muslim brothers who left India for Pakistan during partition. They are being ill treated by Punjabi dominated Pakistani Army and their lackeys the Taliban in Karachi. Large numbers of them have been killed. All these people have relatives in India. Mr Altaf Hussain himself wanted to visit India some time back which our Cong Government refused for the fear that it will annoy Pakistan. What stops us from providing them moral and motivational support after all they are our own?
• Article 370 applicable to J&K State in its heading says that it is an TEMORARY ARTICLE in J&K so what stops us from scrapping it ?
• If Pakistan can cede 5000 sq Km Shaksgam Valley of POK to China, If Pakistan can permit China to construct its China-Pak economic corridor in POK, if Pakistan permits large number of Chinese troops to be stationed at POK a disputed territory, if Pakistan is settling its mainland Punjabi Muslims in POK then what stops India from doing the same in Kashmir Valley?
It is good thing that the Indian political masters are now displaying political will and gumption to teach Pakistan a lesson .It is further indicated by the recent reply by India to Pakistani request for India to start talks immediately after Pakistan themselves have started the current ongoing unrest in Kashmir Valley. The points of Indian reply are as follows
• In J&K the cross border terror launched by Pakistan must end.
• Pakistan must stop following any policy which instigates violence in J&K
• Pakistan must act against those terrorists who are declared terrorists at international level
• All those terror training centres being run in Pakistan must be closed
• All those Indian jihades who have taken shelter in Pakistan must be returned.

UP ?NO LAW AND ORDER ONLY DISORDER AND RAPE GALORE
From Brigadier Arun Bajpai

Near Bulandshahar town of UP on highway -91 on 28 July, a 35year old mother and her teen daughter was raped by seven bastards in front of their tied male members who were all pulled out of their car. Very next day near Shikohabad town of UP one young married lady going to her aunt place, who hired an auto rickshaw from the bus station, the two auto rickshaw operators raped her near highway. On 2 Aug on National Highway -24, three bastards pulled out a young teacher from the van and raped her during broad day light. in Aligarh district an NRI Canadian couple called police on 29 July as they were being beaten up by locals .Police came after one and half hours and instead of helping the couple wanted from them foreign liquor and cigarettes. They demanded the marriage certificate from this NRI couple Nirad and Marine. When being refused they made Marine dance to amuse them. Now the couple have reported the matter to their American and Canadian Embassies. UP is the biggest state in India with largest police force in the world and this is their capability?
Most of them are totally incompetent and lacking any discipline. They have been recruited based on their caste. Since the time current SP Government has come to power, out of 1500 police stations in UP, In 800 police stations a particular caste people have been made station in charge. Merit being no criteria. Every Thana has fixed corrupt income which gets distributed to all rank and file of the said Thana. Recently 24 policemen of a particular Thana went on strike because they felt that the Daroga ji is not distributing the ill gotten money properly. All these daroga jis and their subordinates have some netaji or other as their God father. As a result they only give lip service to their police bosses but full duty to the concerned neta ji. After this horrific Bulandshahar incident The IG zone had given strict orders that district police must patrol the highways at night. When the said IG went for check at night he found hardly any patrolling being done .some daroga ji and policemen who did decide to leave the comfort of their homes were found sitting in groups on chairs doing fraud of patrolling. Even if some honest police station in charge wants to set things right he will not survive in this scenario because he will be booted out by his subordinates. This state of affairs is not peculiar to UP; all states in India are functioning on the same lines. So where do we go from here?
The biggest mistake our constitution founding fathers have made is to give the responsibility of maintaining law and order to the respective state governments, instead of keeping it in the concurrent list of state and central government. Time has come now for people of India to pressurise the netas to amend the constitution and bring this subject in the concurrent list. India needs an FBI type of police force working under the parliament and not the central government in power to ensure that no state government then can claim that the party in power in centre is acting against their interest. This force must have full power of arrest of anybody anywhere in India. With India developing its highways at break neck speed there is a need of highway police distinct from state police working under central government. The current system of highway protection coming under respective sates police forces will not do. Finally Supreme Court who is being proactive in so many other cases must give contempt of the court notice to all those states who have not implemented the police reforms as directed by SC in 2007. Truth is that no state has implemented them in Toto. People must understand that 2016 is not 1947 and that these changes must be brought in before situation goes totally out of hand.

KASHMIR VALLEY UNREST TIME TO ACT TOUGH
From Brigadier Arun Bajpai

On the pretext of the killing of the Hijbul Mujahedeen jehadi Burhan Wani on 8 jul in the Kashmir valley, the unrest which got started by the Pakistani paid stooges Sayed Ahmed Shah Geelani led separatist with whom Hurriat Conference also has also made a common cause, has crossed the 30 day mark. These people on orders from Pakistan extended this unrest period to, first 05 Aug so that when Indian home minister Mr Rajnath Singh reaches Pakistan on SARRC conference on 4 Aug, this unrest is on and it gives Pakistan a talking point. Now Mr Geelani has extended it to 12 Aug .Be rest assured it will be further extended to 15 Aug to coincide with India’s Independence Day.
Till date, 56 people including police persons have been killed and approximately 5000 wounded. 2000 J&K police persons and 1100 CRPF persons have also been injured by the stone pelting crowd, some of them seriously. This crowd of pattharbaj have attacked so many police stations, burned some down and looted lot of automatic weapons. They even tried to attack military camps .Worst is that these separatists are now naming police and administrative officers of J&K by name threatening to kill them and their families. Some houses of the police men have been burnt. Posters have come up in the valley at so many places that these police people should leave their services within 15 days or else their families will bear the consequences. Needless to say all this is designed to break the morale of the J&K police loyal to the government. Even the ruling PDP party minsters are not spared and are being intimidated. As for the J&K state CM Mehbooba Mufti is concerned she already appears to have abdicated her authority. Instead of taking strict action against trouble makers she has met Home Minster Raj Nath Singh and wants Central Government to talk to separatists as also Pakistan. Even some leading news paper editorials are advocating the same and the idea of enhancement of autonomy or downgrading of AFSPA.
Talkative that we Indians are we feel that talks and more talks will get us the results. We are with this talk syndrome since last 68 years in J&K but what have we achieved? All these activities happen in this state because these separatist know that sooner than later we will cave in and grant them more than what they deserve. We just do not want to understand the real problem. In Kashmir Valley after the genocide on five lakh Kashmiri pundits who were forced to leave their homes in valley, the population there is 99% Muslims. Out of these 90 lakh population, in the four districts adjoining Pakistan border which is composed of Gujjars and Bakkharwals there is no pattaharbaji. Similarly in Shia dominated Kargil and Drass area of valley there is no problem. The unrest is among the 50 lakh Sunni Muslim in central valley who feel that they will be well off in Sunni Pakistan. Surely 125 corer Indian population cannot be dependent on the dictates of 50 lakh people of valley?
Mr Singh the ex home secretary and now a BJP MP is very right when he asked his government to deal; with this unrest strictly. Enough of this kid glove effect. Let Governors rule be declared in J&K and appoint an ex Army officer in J&K as governor. Arrest all these separatist and hurriat leaders and take them out from J&K .they must be charged with sedation charges under anti national act. Organise central living facilities to all J&K police people where their families should be located. Let there be permanent curfew with shoot at sight orders for anybody breaking it. As for talks with Pakistan surely this is foolish idea. The main reason of unrest is because Pakistan has instigated it so what results talks will get us? Besides why should we discuss with Pakistan our internal matters when we say J&K is part of India? Same is the case with talks with Hurriat or separatists. When we do not consider them as a third party in Kashmir dispute so why give them an official status? All these advocators of talks must understand that talks only succeed when we talk from strength and not when opposition knows that we are hell bent on somehow restoring peace in the Valley.

CIVIL SOCIETY LOSING ITS CREDIBILITY IN INDIA?
From Brigadier Arun Bajpai
Lok Pal bill and anti corruption agitation in India a few years back which made Anna Hazare a household figure in India and made Arvind Kejarival an ex income tax department Babu, CM of Delhi state, appears to have died its own death. For last more than two years neither Anna Hazare nor Aarvind Kejariwal have uttered a single word on its implementation. As for the so called civil society who appeared so conscious and committed of all that is wrong in India, it’s so called intellectuals are now agitating against Modi Governments efforts of making NGOs and their functioning in India transparent instead of agitating for implementation of Lok Pal Bill and Citizens Charter. They are calling this effort of the Modi Government an act of fascism. Let us not forget that this NGO business in India is worth 2 billion dollars. It is a golden goose. International NGOs like Green Peace & Ford foundation who specialise in destabilise the governments the world over and local NGOs like Sabrang of Teesta Sitalwad and Lawyers Collective are all their darlings. The big question is why their functioning should not be made transparent?
What is even more intriguing is that same intellectuals who are all fire and brim stone against Modi Governments this effort are all silent on the proposed prohibition Bill of Mr Nitish Kumar who is bent upon scoring his own self goal for reason best known to him. This proposed Bill is so stupid that even Hitler would not have dared to implement it. Some excerpts from this bill are as follows
• If in Bihar in any house hold a bottle of liquor is found then all members of that house will be in jail that are above 18 years of age. Great. This will be an ideal opportunity for the corrupt Bihar police to first plant a bottle and then under threat of arrest get lots of slush money from the occupants.
• If some village or Mohalla constantly comes under lime light for not following the prohibition norms then they will have to face collective fines.
• If liquor is found in any house or public place like restaurant then that house will not only be sealed it will be auctioned.
Why Indian civil society is silent on this outright foolish proposed prohibition Act? Surely they cannot be selective in their expressions and outbursts. It is common knowledge that prohibition imposition has failed world over. It gives rise to liquor mafia and all sorts of corrupt practices. More so when the implementing authority the Indian police is listed as the second most corrupt police force in the world. Need of the hour is to raise awareness against liquor consumption but not prohibit it. If Mr Nitish kumar is really interested in betterment of people of Bihar then why does he not ban sale of cigarettes and Gutka including Khaini in Bihar, the real killer world over and cause of Cancer as proven by so many medical research documents?

THANKS TO LOK PRAHARI NGO INDIAN DEMOCRACY SLOWLY GETTING ITS FEET
From Brigadier Arun Bajpai
Lok Prahari, a lucknow based NGO established by the right minded people who have countries interest in heart has finally scored a great victory unsettling netas of all parties who till now treated Indian democracy as their fiefdom of which they thought they are the Maharajas. In this context the famous Indian author Manohar Moolgaonkars book The MAHARAJA is worth reading. This book elucidates how after Indian independence the 566 princely states of India were merged into Indian union and how the lowly politicians of that time became new maharajas replacing the real ones in so called Indian democracy.
Supreme Court on Monday 1 Aug accepted the contention of Lok Prahari that in UP the 1997 law which enables ex CMs to be entitled to a government bungalow for life is unconstitutional. They have ordered the six ex CMs enjoying this facility to vacate their bungalows within two months and also pay rent for their entire stay as ex CMs. This particular ruling is for UP but it has implications for other Indian states also where netas are enjoying same perks. In UP the netas affected are Mulayam Singh, Kalyan Singh, Rajnath Singh, Mayawati, ND Tiwary and Ram Naresh Yadav. In Bihar Mr Nitish Kumar is having one bungalow as CM and other as EX CM. In Chhattisgarh Ajit Jogi is having one bungalow as EX CM. In MP the ex CM not only gets a bungalow he is also authorised a cabinet minister rank and status. It is not only states, even in Delhi lot of bungalows are in possession of these netas who have been ex somewhere. In Delhi the estranged wife of ex CM of J&K Omar Abdullah is staying in a huge government bungalow in the name of security. In UP there are lot of ex netas who are having bungalows allotted in the name of some trust or other. While publicly political parties are saying that they are happy with this SC judgement but privately all are busy to find some loop holes to retain these plum properties. The UP Government may plan to go for a review petition to SC against this judgement. The UP government may decide to go for enacting a bill in their assembly legalising this ex CM issue.
Now the next target of Lok Prahari is that the netas should not get lifelong pension without any minimum tenure prescribed. Today an MP or MLA gets life pension even if he or she was an MP or MLA, for just a few months while a government servant has to serve for 30-35 years before he qualifies for pension, this is totally discriminatory. Similarly lot of MPs and MLAs are misusing their constituency development money allotted to them yearly. Mr Kuldip Nayyar in his book “Beyond the Lines” has mentioned that after he became an RS, MP how one colleague offered him 50% cash for his constituency development money. Reportedly even today the constituency development money allotted to MPs and MLAs is being sold. It is really very important for Indian democracy that NGOs like Lok Prahari must come up all over India who must expose these wrong doing of netas and take them to courts. Only then proper checks and balances will get established in this country and corruption will get curbed.

NETAS MUST STOP POLITICS GETTING INTO FUNCTIONING OF ARMY PLEASE
From Brigadier Arun Bajpai
Recently Army chief General Dilbag has issued a letter in public domain which is almost apologetic of Army being made to use force to curb current violence by the Pattharbaj is Kashmir Valley. Indian Army is a highly trained and professional organisation. It has its laid down SOPs and it works under them. It does not have to be apologetic to anybody in dealing with the people who are hell bent to create problems in the valley instigated by the separatists and are the paid stooges of Pakistan. If anybody within Army crosses the line, Army has its own checks and balances within to deal with the culprit and Army Chief knows it. So still if he is apologetic, it simply means that political pressure is being applied on him. This definitely will have a demoralising effect on the troops on the ground. Indian netas and Babus must refrain from interfering in functioning of the Army because if Army gets demoralised then they should forget about Kashmir. This is exactly what Pakistan wants.
During the recent visit of Home Minster Shri Raj Nath Singh to the valley, he in his press conference has stated that 2000 J&K police persons and 1100 CRPF persons got injured, some very seriously in the current unrest caused in the valley by the pattharbaj. He also stated that 2300 civilians have also been injured and 51 people including some police people killed. What he has not clarified is that out of these 2300 persons injured most of them are pattarbaj. Surely if people, boys or not come out in the streets throwing stones at the security forces who are doing their legitimate duty then they will get injured, so what is the big deal ? Why so many police and CRPF people got injured? This the police bosses and netas should analyse, however Army must not take orders from civilians as to how to control the situation. Indian constitution is very clear on this issue. Civilians do not give orders to Army how to deal with a situation which has gone out of hand. Army is trained for it and civilians are not. In any case internal security is not the responsibility of the Army. However if our political bosses still want to use the Army then all that they should do is to let Army work as per the laid down procedures outlined in Constitution of India.
In 1950, during Naga insurgency days orders issued to the Army were that no Naga will be allowed to put on Khaki Uniform and carry weapons .one of the Army patrols found a Naga putting on Khaki uniform and was carrying what looked like a weapon. When Army patrol challenged him he started running as a result he was shot. It so happened that His daughter was working with PMO. So Nehru wanted to decommission this Battalion. However Gen Thimaiyya then Army Chief stood like a rock for the said battalion and told Nehru that this mistake happened unknowingly and the battalion was just following orders. Nehru was convinced and the said battalion won lot of laurels later.
Compare this with November 2014 incident in which one Maruti car in Badgaon in Kashmir Valley broke Army barrior despite warning and tried to speed away. So the troops deployed on the spot opened fire in which a few occupants got killed. Lo and behold one officer and eight soldiers were court maritaled to please local public opinion makers and sent to jail. They were punished for doing their legitimate duty. Needless to Say the Northern Army Commander and other commanders down the line should have stood for the right of their soldiers but they took the line of no resistance to save their skin apparently under political pressure. If this is leadership then next time who will bother to take any initiative in Army? In another recent incident in Kajigund area of the Kashmir Valley an Army patrol party was attacked from inside the crowd gathered there to snatch their weapons. Army patrol had no option but to open fire in which three people died. Lo and behold Army after expressing regrets for the incident has ordered a court of inquiry. This is really funny. Suppose like police who have lost 70 automatic weapons in this recent Kashmir Valley unrest Army also had not opened fire and allowed the weapons to be looted then what prestige and fear of Army would have been left in miscreants.
Needless to say these incidents of Senior Army Commanders playing to gallery apart from demoralising the Army are giving motivation to local miscreants and Pakistani paid jehadis to create more such problems. It is time for all Army Commanders and army chief to take a stock of the situation. They must stand for the right of the troops under their command with proper checks and balances as laid down in the Defence Service Rules. Yes if somebody exceeds the limits then he must be punished but after thorough investigations. Let Politicians and bureaucrats and police force under their command win hearts and minds of people in Valley which they have been trying for last 68 years and failed. If our political masters want to use Army then it must be used without fetters or else let police and Para military forces do it and Army removed. Now the new CM of J&K Ms Mehbooba Mufti wants to remove AFSPA from certain areas. Surely one cannot have Army operating without AFSPA .Let Para military forces and local police take on the responsibility of internal security in J&K state with Army only guarding the borders. Army must not agree to this concept of AFSPA applicable in some districts of the Valley and not in other districts. As already demonstrated by these trouble makers in the recent Valley agitation, trouble started in those regions where it was least expected. In this case Army will be forced to operate in compartments while the trouble makers will have no restrictions. They will use those places where AFSPA is not applicable as rest and relief camps
The point that will need consideration is that the supply convoys of Army deployed on border with Pakistan will have to pass through these areas where the new CM wants to remove AFSPA. So Army must have special permission to open fire in self defence if these convoys get attacked which they will be being the soft targets.
All in All time has come for the Army Chief and the Army commanders to discuss the whole issue with the political bosses threadbare and convince them that in case of Army soft and populist measures will not do. Army is the last option in internal security duties and should only be employed sparingly. But if the Army is deployed then one cannot prevent harsh measures. Our politicians must understand that every soldier from the first day of his training is taught EK GOLI EK DUSHMAN .This mindset should never be tinkered with if we want to win wars. However proper procedures as evolved over hundreds of years of glorious history of Army and as laid down in constitution must be followed. No acceptance of short cuts please. We must not forget that a demoralised and politicised Army is end of the nation.

INDIAN DEMOCRACY- ELECTION SYSTEM MUST CHANGE
From Brigadier Arun Bajpai

Tall Indian leaders who got independence for India after so many sacrifices, like Mahatma Gandhi, Nehru, and Sardar Patel must be turning in their graves just watching the rock bottom Indian democracy has now reached and how limited brain netas with gutter level politics are ruling the roost. One thought that the solid base of democracy and high level of political discourse which the founding fathers of Indian constitution had left as legacy for us would further mature in these 67 years of independence and India will emerge a leading light for the other countries to follow. Unfortunately our founding fathers made the biggest mistake of adopting the British system of elections of first past the post. This system was ok for Britain a small country with homogeneous population but not for India a huge continent of a country with multilingual, multi cast, multi religious society.
Due to this first past the post election process, even if a candidate gets 10% of voters polled in his constituency, where voters may be in lakhs, he is declared elected if he has secured more votes than other candidates. In other words by default he starts representing those 90% people who have rejected him. This process becomes further complicated because of the caste and religious factors. In India people vote for candidates not for his merit and his capability to solve their problems but what caste and religion he belongs to. In other words caste and religion becomes a deadly combination for election and all political parties when selecting candidates give merit a go by for the selected candidates. The neta ji also, once elected only look after his cast and community people at the cost of others. This results in neglect of other people who then take recourse to agitation, Dharna, hunger strikes etc. So what wonder that in Indian democracy any day one finds more people on the streets agitating then doing any meaning full work .As a result country continues to remain backward? Elected netaji is also not bothered because he knows that his community people will again elected him.
Another problem Indian democracy faces is that while even for a class 4 employee post certain education qualifications and other parameters are laid down. Retirement age is also fixed. However there is no such education qualification and retirement age fixed for a netaji. So while the educated and highly qualified people shun the rumble tumble of roadside ruckus and become content in picking up bureaucratic jobs, the college drop outs, criminals and goons with no qualifications to boot, become leaders. So in Indian democracy which is more of a mobocracy, the ill educated people having no vision to boot except making money, become leaders while highly qualified and capable people become followers. Surely this cannot be called democracy. In a real democracy the leaders are highly qualified with a total sense of accountability to the people whom they represent.
All this needs to be corrected if we really want to become a country like China or America. First the election laws must be changed. It must be made mandatory that to be elected a candidate must secure at least 50% of the votes polled. This will ensure that this leader will have to cater for other communities also if he wants to be elected. For this there will have to be number of rounds of polling like France and some other democracies. So be it. Similarly the elections in the country for the central government and all state governments must be held together so that for rest of the period people including netas concentrate on work at hand and not electioneering. Also there is a need to lay down minimum education qualification for a candidate as also his retirement age. It is common knowledge that netas on their own will not bring about these changes because it does not suit them. The people of India will have to force these netas to amend the constitution. If necessary people will have to come on streets to pressurise the netas. We can not bode

WHY INDIA NOT EXPLOITING RECENT SHAM ELECTIONS IN POK?
From Brigadier Arun Bajpai

Recently Pakistan held elections in Pakistan occupied which was much tom tomed by Pakistan. Navaz Sharif Party PML (N) won the majority. How many of us know that these elections were held only in 25% area of POK where no Kashmiri resides. The residents out here are Sunni Muslims brought from main land Punjab province of Pakistan. The real POK which is 75% area of POK known as Gilgit and Baltistan where Shia Muslims reside and are original Kashmir’s no elections were held because they are in revolt against Sunni dominated Pakistan. In Gilgit and Baltistan area, since the residents are Shias, Pakistan had no hesitation in handing over to China the Shaksgam Valley of 5000 sq km size. Currently Both Chinese and Pakistani troops jointly patrol Gilgit and Baltistan. What is so funny is that these people any day want to join India so why do we not help them in all ways possible? as the Pakistan is doing to Sunni Muslims of the Kashmir Valley. When will our political masters learn that it takes two to tango? Let us have a revolving door policy.

RAHUL GANDHI REJECTING SC ADVICE OF APOLOGY TO RSS ON HIS BLAMING RSS FOR KILLING OF MAHATMA GANDHI
From Brigadier Arun Bajpai

About two years back Mr Rahul Gandhi in a public meeting had branded RSS as killer of Mahatma Gandhi. This led to litigation and recently SC advised Mr Rahul Ghandi to apologise to RSS because SC said Rahul Gandhi cannot brand an organisation. However Mr Ghandi on the advice of his able advisors has refused to apologise and is prepared to face the litigation.
Truth is that Nathu Ram Godse who killed Mahatma Ghandi may have been member of RSS earlier but when this sad thing happened he had left RSS almost two years back and was reportedly member of Hindu Mahasabha. At that time he was editor of a Pune based news paper that was supportive of Hindu Mahasabha. In December 1947 Nehru called RSS a poisonous snake. Since then there were concerted efforts to bad mouth RSS .A portion of Indian media also joined in this game. It was forgotten that at the time of partition large number of RSS members got killed protecting Hindus from the carnage that followed partition .RSS members with their lathis stood guard in Delhi protecting large number of congress netas houses also during partition days.
At that time the RSS head Shri Headgewar wanted to maintain good relations with Congress & Hindu Mahasabha .He was very clear in his goal that role of the RSS is to unite all Hindus. After the sad killing of Mahatma Ghandi RSS wrote to Sardar Patel then home minister of India number of times that they were not involved. They even declared 13 days mourning. At that time reportedly Sardar patel advised RSS to join Congress so that it can move forward on nationalism cause. However RSS refused. Despite all efforts by Nehru and Congress to pin the blame of killing of Mahatma Ghandi on RSS they did not succeed and in July 1949 the Ban on RSS was lifted. So what is really amusing is that when India’s most popular leader Nehru and then mighty Congress ruling the country, failed to put blame of killing of Mahatma Ghandi on RSS how after 67 years Rahul Gandhi, not even the leader of opposition will convince the SC that RSS was responsible? It is a good thing for RSS that this issue should go for trial in the highest court of India now and its name gets cleared once for all this way or that. Dudh ka Dudh aur Pani ka Pani.
