UN Secretary-General Ban Ki-moon is calling 2009 a critical year for Afghanistan.?

Ban says he expects attacks and armed clashes to increase in the war-shattered country as a result of presidential elections this summer, the arrival of more international troops and a rise in foreign jihadist fighters.?

The UN chief painted a grim picture of a country beset by deteriorating security, widespread corruption, and the failure of the government and the international community to meet the expectations of the Afghan people for aid at a time of drought and rising food rises.?

Ban said in a report to the Security Council and the General Assembly on Friday that the government needs to conduct credible elections to relegitimize its authority, and it must ensure that the constitution is followed.
